LYNSTED with KINGSDOWN PARISH COUNCIL

Minutes of the Meeting held on 10th August 2004 at the St Peter and St Paul Community Room, Lynsted

David Bage, M.B.E.

On behalf of the Parish Council and members of the Community the Chairman made a presentation to David Bage in recognition of receiving his M.B.E..  He explained that David had lived in the Village of Lynsted approaching 50 years, during which time he had served on the Parish Council as Clerk, Councillor and then Chairman for a total period of 35 years.

Davids total commitment to the Community was widely appreciated and the presentation was made with grateful thanks and respect.

2  Public Speaking

Members of the public reported that trees on the left had side of The Vallance were overhanging the road. This was causing a dangerous situation by forcing vehicles beyond the centre of the road.  Some branches had been blown down across the road and continue to do so in bad weather.  It was noted this matter had been brought to the Council’s attention some while ago by a Councillor on behalf of the residents, when it was promised that matter would be dealt with.

The Chairman reminded the meeting that seven of these trees were the subject of a recent planning application. He undertook to check and report back if these were a subject of any planning conditions or a separate application for their removal. In the meantime it was agreed that a letter be sent to S.B.C. Highways Manager asking for this matter to be dealt with as soon as possible.

They also asked whether any help could be given by the Parish Council in order that the Pond at the entrance of the Vallance would not drain in dry periods.  It is used as a ‘drain’ for householders of the Vallance and therefore does get regular water. The hot summer of last year cracked the clay bottom and any water seeps away.

Cllr Baxter agreed to look into any help or advice that can be received and possibly any funds that may be available to help with this problem.  This would be then discussed at the next meeting.

3  Declarations of Interest

Cllr Champion declared an interest in the Playing Fields. 

4  Minutes of the last meeting

It was agreed that the Minutes of the meeting held on 29th June 2004 were signed as a true record.

5  Matters arising

The broken bin on Lynsted Lane opposite Fir Tree Cottage would be replaced as soon as Swale had them in stock.

A gardener would be contacted by the clerk to request a quote for looking after the Jubilee Bed at St Peters Place.  He would not be employed by the Parish council, merely contract for the job.

The Footpath from Batteries Close to Bogle had preliminary work beginning on the 11th August.

The Developers at Stedlyn Farm would continue to be followed up regarding their help with a Footpath at Berkerley corner to the Churchyard.

6  Vacancy Update

There had been no applicants as yet. It would continue to be advertised

7  Subsidiarity, Recommendations for consideration of grant applications

A report on the above was submitted. These recommendations were agreed.

The finance committee agreed to contact Swale Borough Council with reference to the timing of the grant.  Stage payments may help small organisations with small cash flows as payment at the end of a project may prevent some grants being requested.

Notice of these grants would be put in the newsletter and the website

The next agenda would include an item suggesting items the Parish council may like to promote for a grant, ideas include trees and planters on the A2, replacing the steel seats, CCTV at flytipping areas, new waste bins and new Victorian Style street lamps.

8  Greenstreet in Bloom

Cllr Champion reported that after much deliberation the winners had been decided. The presentation would take place on Friday 13th August 7 PM behind the Fox Public House.  All were welcome

9  Kent and Medway Structure plan

Cllr Disney reported that the deadline had passed. It was agreed that a watching brief should be kept on it particularly on the Southern relief road. 13 panels were to look at this including a representation from 5 interested Parish Councils.  An examination in public would take place in September. This item would remain on the Agenda

10 Traffic Control

Swale Borough Council will respond within two weeks. Teynham Parish Council would prefer bollards either side of the Pump on the Footpath. The lamp would be replaced and a interactive sign probably in the new year. This item would remain on the Agenda

11 Finance

The following cheques were approved for payment

12 Planning

The following planning applications were discussed at the meeting of the 26th July.

  • SW/04/TEMP/0031/MR83 Claxfield Farm - Updated conditions in respect of SW/86/1052 Brick Earth Extraction
  • SW/02/1143 Stedlyn Farm - Notification of minor changes agreed by S.B.C.
  • SW/02/1143 Stedlyn Farm - Copy of 106 agreement received
  • SW/04/0693 94-96 London Road, Change of use of outbuilding into dwelling, including conversion works and extension
  • SW/04/0890 Two Free Standing Stock boards at Stedlyn Farm

Planning Decisions by S.B.C.

SW/04/0596 Maple Cottage, St Christophers Row.  First Floor Extension. This has been refused permission

  • SW/04/0552 Sheerluck, Lynsted Lane. New gates and extended porch.  New studio and loft conversion to 2 ensuite bedrooms.
  • SW/04/0711Hillside House, The Street - Removal of two chimney stacks from Victorian rear extension and retrospectively to remove one small chimney on street elevation

The applications above have been granted permission by Swale Borough Council

It was agreed that planning agendas and minutes should be circulated to all Parish councillors

A request to be put on the list for the affordable houses had been received, this would be forwarded to Aileen Bunce of Swale Housing.

The new road created by the development at Stedlyn required a name.  Bage Court, after David Bage would be requested.  If Mr Bage was unhappy with this then St Pauls Road would be suggested.

A letter had been received in respect of SW/04/0693, it was too late to include at the planning meeting of the 26th when it was discussed.

12 Reports

KAPC There was no meeting to report. A report of the KAPC training day attended by Cllr Trim was attached.  As a result Crispin Davies of K.R.C.C. would be asked to speak at the next meeting about Parish Plans/Village appraisals.

‘The Good Councillors Guide’ would be sourced for all Councillors.

Playing Fields A separatea report was tabled.

Lighting Nothing to report

School Governors Cllr Champion reported that an extension was being discussed.

Footpaths  A report was tabled separately

Tree Warden  A report was tabled separately

Allotments   Nothing to report

Transport and Highways There were changes to the way the service would be delivered. Details and a request for flooding areas would go into circulation.

Police Nothing to report.

Standards Committee  Nothing to report.

Properties Committee The properties committee agreed to look at the assets of the Parish Council 2-3 times a year

Orchard Committee  Funding has been received for the Orchard project. A meeting with all members is due on the 13th September to discuss how this was to proceed

As the time was 10PM Cllr English asked whether cllrs wished to continue, it was agreed that we should

Communications/Website Separate report tabled.  The site needs changing every now and again, the current feel is that it is a bit ‘dry’. Perhaps a more human face is required.  This will be discussed at the next meeting.

13 Clerk’s Correspondence

B Broughton of Kingsdown highlighted the plight of the area during the recent stormy weather when the village was without power for 15 hours.  The amount of information available was limited. He had already written to Radio Kent, the energy company and his local M.P.

14 Any Other Business

Cllr Baxter asked that the Developers at Stedlyn Farm be contacted as nothing had been heard with regard to help with the footway.

Cllr Baxter informed the meeting that the developers involved in the Southern Relief Road had objected to the fact that the link road from the M2 at the Research Centre to Bapchild Cricket Club had not been included in the Kent/Medway Structure Plan.  8,000 houses would be built to pay for the road.  A public meeting was due to be held and 5 parish councils had formed a consortium to object to having it in the Plan. It was agreed that the subject would be put on the agenda of the next Parish Council.

It was agreed that the next meeting would be held at the St Peter and St Paul Community Room on 21st September at 7.30 pm.

The meeting was closed at 10.40 pm.
