Lynsted with Kingsdown Parish Council
Highlights from the meeting held on 10th August, 2004
1. A presentation was made to David Bage to mark the occasion of his award of the MBE. See the September issue (page 42) of the News Letter for details.
2. Problems at the Vallance. Members of the public reported that nothing had been done about the trees that were still causing an obstruction to one lane of the road through the Vallance. The problem had been pointed out at an earlier meeting of the parish council. As the road was ‘adopted’, the Chairman undertook to have the matter reported to the Highway Manager at Swale Borough Council. He also recalled that the removal of some trees had been part of a planning application submitted by the landowner some time ago, to which the Parish Council had not objected. The situation would be checked.
Residents were also concerned about the frequent drying out of the pond, and asked what could be done. Cllr Baxter offered to contact the Kent branch of the British Trust for Conservation Volunteers, a ‘self help’ group who operated the Pond Warden scheme, and pass advice on to the residents.
3. Demolished waste bin. Swale B C would replace bin opposite Fir Tree Cottage, Lynsted Lane, as soon as they were in stock.
4. Garden care. A contractor was being sought to tend the Jubilee flower bed at St Peters Place.
5. Swale B C Community Grants. Under the new ‘subsidiarity’ rules applicants now needed to apply, to the Parish Council, for community funds held by Swale B C. The mechanism was being developed. Intending applicants should contact the Clerk (ph. 522 653) in the first instance. The following criteria apply:
- All applications should be in writing, on the designated form.
- All applications should be match-funded by 25%.
- Evidence of match-funding should be submitted with the application.
- All applications must benefit the parishioners of Lynsted with Kingsdown.
- Applicants must be properly constituted, with a bank account, annual accounts, constitution and elected officers.
- A detailed costing of the project should be provided.
6. Proposed development at Sittingbourne Research Centre. An Enquiry in Public on the proposed Kent and Medway Structure Plan is scheduled for September. Part of this concerns a proposal to develop the research site, with associated roads and houses. Five parish councils in that vicinity had formed a consortium to resist the proposals. The proposed new road link from Bapchild to the M2 at Woodstock would affect traffic flow in our parish. A careful watch will be kept on progress.
7. Planning: The following applications were discussed at an LKPC Planning Committee meeting on 26th July:
- SW/04/TEMP/0031/MR83Claxfield Farm. Updated conditions for brickearth extraction.
- SW/02/1143Stedlyn Farm. Notification of minor changes agreed by SBC, and copy of Section 106 agreement..
- SW/04/069394-96 London Road. Change of use; outbuilding to dwelling, etc.
- SW/04/0890Stedlyn farm. Two stock boards.
The following determinations had been made by Swale BC:
- SW/04/0596Maple Cottage, St Christophers Row. Extension. Refused.
- SW/04/0552Sheerluck, Lynsted Lane. Extension, gate, and conversions. Allowed.
- SW/04/0711Hillside House, The Street, Lynsted. Removal of 3 chimney stacks. Allowed.
8. Website. The parish council website was now receiving well over a hundred ‘accesses’ a week. A sound start, but the aim was to improve on this.
9. Footpaths. Cllr Trim reported several footpaths were blocked with vegetation in the area west of Lynsted Lane and south of London Road. The footway between Bogle and Lynsted School needed clearing-back: at some points pedestrians had to walk in the road. The Clerk would notify the authorities responsible.
10.Community Orchard. The Local Heritage Initiative award had been granted. See separate article on p20 of the September News Letter for details.

The next meetings of the Parish Council will be held on Tuesday 21st September ( Lynsted Church Community Room) and Tuesday, 2nd November (Belle Friday Centre) starting at 7.30pm. As always, members of the public are welcome. Parishioners may make a short statement at the beginning of the meeting.
