Minutes of the Planning Committee held on Monday 10th March 2008, at the Belle Friday Centre, London Road, Lynsted, at 7.30pm.

Members present.
Cllr.R Baxter (Chairman), Cllrs.A Dawes and F Champion.
Clerk to the Parish Council: C Bennett.

1.   Apologies for absence were received from Cllr.J Disney Borough Council business and T English away on holiday.

2.   Time set aside for members of the public to address the committee. Craig and Nina Speller introduced themselves as applicants with regard to Chapel Cottage on the Agenda for consideration by the Parish Council. Informed the meeting that the property was built in the 1830’s, and although not a listed building they hoped to use the building materials of the time so that the property does not lose any of its character. The back of the property had been badly extended over the years, so they hope their extension will both improve the property, upgrade for family living, and not alter the front of the property to the eye of passers by.

3.   Declarations of interest. There were none.

4.   To confirm the minutes of the Planning Committee meeting of 3rd March. It was proposed by Cllr.Champion that the minutes be confirmed, and seconded by Cllr.Baxter. This was agreed.

5.   Matters arising from those minutes:

  • SW/07/0280: Proposed development of 5 new flats at The Fox PH former car park .Cllr.Champion advised that a fresh application had been received by the Council, but the Parish Council had not been informed.Action.Clerk to follow up with the Planning Department, although this falls in Teynham Parish, this also borders on to Lynsted Parish and LKPC should be consulted.
  • SW/07/1492: Land adjacent Vigo Farm Lynsted erection of 11 affordable dwellings plus associated access drive and car parking facilities. Cllr.Dawes asked for a current update about the Vigo Farm proposed affordable housing, with respect of the mitigations raised.Action-Cllr.Baxter stated these matters will be taken up via the Full Parish Meeting.

6.   To consider the following planning application:

  • SW/08/0184.  Addition of second storey. Chapel Cottage, Erriott Wood. Cllr.Dawes pointed out the building as it stands was a freestanding flint building, not listed, and Cllr.Champion pointed out these days there appears to be over use of weatherboarding.CllrBaxter noted  the extension would nearly double the size of the building, and had his concerns the building could lose its uniqueness. After further discussion it was proposed by Cllr.Champion, and seconded by Cllr.Dawes that the Parish Council had no objection. 2 to 1 in favour of the proposal, passed by majority vote. Action: Clerk to write to SBC stating that the Parish Council  had no objection, but urging that due regard is paid to  materials and design characteristics  as outlined in the Lynsted Parish Design Statement paragraphs 20,21 and 22.

7.To note Swale Borough Council’s planning determinations. Noted:

  • -SW/07/1397. Porch at Moonshine Cottage, Kingsdown. Refused. The Parish Council had objected.
  • -SW/07/1407. Sliding door, removal of lobby. 109 London Road, Teynham. Approved. The Parish Council had not objected.

8.To note Appeal decision by Planning Inspectorate.  APP/V2255/A/07/2060334 and 0336. Five apartments, land adjoining 67 London Road, Teynham. Appeal allowed.

9. Other planning business, for information only.

           9.1. Clerk mentioned he had just received a planning application: SW/08/0241  Dropped kerb and timber gates adjacent Dungate Barn .This site was in Rodmersham Parish (just over the parish boundery).Action: Cllr.Baxter to Circulate the documents for comment.

There being no other business the Chairman closed the meeting at 7.53pm.
