Minutes of a meeting of the Planning Committee held on Monday 12th November 2007, at 7.30pm in the Belle Friday Centre, London Road, Lynsted.
1. Members present .
Cllrs. R. Baxter ( Chairman ) Y. Bowling, H.F.Champion, A. Dawes. and T. M. English.
2. Apologies for absence.
Apologies for absence were received from Cllr. Disney due to a prior arranged meeting at Swale Borough Council.
3. Minute Taker.
In the absence of a clerk Cllr. English agreed to record the minutes of the meeting.
4. Time set aside for members of the public to address the Committee.
There were no members of the public present.
5. Declaration of Interest.
There were no declarations of interest.
6. To confirm the Minutes of the previous meeting of the Planning Committee held on 12th September 2007.
Proposed Cllr Bowling that the minutes be confirmed as a true record, seconded
Cllr Champion and unanimously agreed.
7. Matters Arising.
There were no matters arising.
8. To consider the following planning applications.
8.1. SW / 07 / 0280 Fox Car Park Site, London Road, Teynham. amended plan.
Proposed Cllr. Bowling the following letter should be sent “ Although we appreciate the amended plans are an improvement over the original, in terms of massing, height and materials. This Council objects to the fact that the corner of the building is rounded and not angled to match that of the Fox P.H. building on the opposite corner. We also feel that the roofline should be continuous as in the victorian terraced houses opposite., see para. 13 of the Lynsted Design Statement. We further note the new design does not take into consideration the traffic hazards pointed out in our previous observations of 3rd May 2007, copy letter attached. “
Seconded Cllr Baxter and agreed by a majority.
8.2. TC / 07 / 0094 Pruning of 3 Yew trees at Bogle, Lynsted lane, Lynsted.
Proposed Cllr Dawes that no objection be offered, provided that the work was carried out by a qualified person. Seconded Cllr Bowling and unanimously agreed.
9. Determinations by Swale Borough Council.
- SW / 07 / 0991 Addition of 2 dormer windows, Moonshine Cottage, Kingsdown. ---- Allowed.
- SW / 07 / 0968 New dwelling at Five Oaks, The Vallance. ---- Allowed.
- TC / 07 / 0065 Cut back etc. of Yew tree, 3 Harnetts, Bogle. ----- Allowed.
- SW / 07 / 0924. Change of use to storage of caravans / campers, siting of 4 caravans. Land next to Orchard Cottage, London Road. ----- Refused.
These determinations are ‘ in line ‘ with LwKPC submissions.
- TC / 07 / 0084 Removal of 1 branch of a Walnut tree next to pond at Lynsted & Norton School. ---- Allowed ( this application was made by LwKPC on behalf of the School, therefore the Council did not comment ).
10. Swale Local Plan : interim arrangements.
Those policies of the current Swale Local Plan which were to be ‘ saved ‘ until the new system of Local Development Frameworks was introduced, were noted. It was further noted that, in future, only policies on the ‘saved’ list should be referred to in planning submissions. A copy of the ‘saved’ policy list is available through the Chairman/clerk.
11. Any Other Business for information only.
It was noted that an Informal Hearing concerning planning application appeal “Jeffries“, Claxfield Road, Lynsted APP / V2255 / A / 06 / 2033502 / WF etc would be held on 13th November 2007.
There being no other business, the chairman closed the meeting at 8.25pm.
