2 Public Speaking
There were no members of the public present.
3 Declarations of Interest
The Chairman asked if any Councillors wished to declare an interest in any items on the Agenda. No one wished to make a declaration.
4 Minutes of the Previous Meeting held on 12th December 2006
It was agreed that the minutes were a true record of the meeting and could be endorsed by the Chairman. This was proposed by Cllr Baxter and seconded by Cllr Champion and unanimously agreed.
5 Matters Arising from the Previous Meeting held on 12th December 2006
Cllr Champion queried whether had a response had been received regarding the outstanding enforcement issues, at Four Acres, Toll House and St Peters Place. It was noted that correspondence on Four Acres had indicated that the caravans were considered ancillary to the main dwelling but that this has not been accepted by Cllr Barnicott. Clerk to chase all three items.
6 Planning Applications
The following planning application had been received.
- SW/07/0053 Application for Planning and Listed Building Consent for Detached Garage at no.9, The Vallence.
It was noted that the lack of detail on the planning application, with regard to the dimension of the garage and its relation to the boundary, made it difficult to ascertain exactly what was proposed. The drawing appeared to indicate that the garage was being moved closer to the boundary. However this, in itself, was not sufficient grounds for objection. It was agreed that Clerk should write to Swale Borough Council expressing concern at the lack of detail in the planning application and note that the materials used for construction of the garage should appropriate and in keeping with the main residence as per paragraphs 21, 22 and 23 of the Village Design Statement. This was proposed by Cllr Champion and seconded by Cllr Barrett.
7 SBC Planning Decisions Received
- SW/06/1328 Notification of Grant of Permission to Develop Land, Berkeley House
The Parish Council noted receipt of the above and had no comment.
- SW/06/1300 Notification of Grant of Listed Building Consent, Lynsted Park, Lynsted
The Parish Council noted receipt of the above and had no comment.
- SW/06/1357 Notification of Permission to Develop Land, Lynsted Park, Lynsted
The Parish Council noted receipt of the above and had no comment.
- SW/06/1174 Notification of Grant of Outline Permission to Develop Land – redevelopment of existing vacant site of 2 x 3 bed semi/d houses with off road parking at Former garage site adjacent 4 John Nash Close, Lynsted
The Parish Council noted receipt of the above and had no comment.
- SW/06/1326 Certificate of Lawfulness of Existing Use for erection of outbuilding ancillary to use at Vicarage Farm House
The Parish Council noted receipt of the above and had no comment.
8 Other Planning Correspondence Received
- SW/06/1289 Notification of withdrawal of application by Amethyst Horticulture
The Parish Council noted receipt of the above and had no comment.
- Notification of Appeal against enforcement notice at the Black Lion for installation of dormer windows – stating that the Parish Council wish non-compliant windows to remain.
The Parish Council noted receipt of the above and had no comment.
- SW/07/0017 (Teynham PC) Change of use from part residential use to fast food restaurant and storage use, 137 - 139 London Road. Note Parishioner objection to the scheme
It was noted that a copy of this application (which concerned a property in Teynham Parish) had not been received by this Parish Council despite assurances from Steve Bessant at SBC that planning applications on the Teynham/Lynsted with Kingsdown boundary were always sent to both Parish Councils. The Parish Council only became aware of this due to the objection from a parishioner. Clerk to write to Peter Jones asking for an extension of planning timescales in the light of this omission. - KAPC Planning Course - Notification has been received from KAPC re Planning Course to be held on 17th March at Teynham Village hall. Although the course would be useful it was felt that at £58 per person the Clerk should book one place and to give further consideration to attendance. Clerk to chase course by Steve Bessant as felt attendance at this would be more beneficial to the Parish Council.
9 Any Other Business
Cllr Barrett queried whether Millwood Homes had made any provision for car parking at St Paul’s court for people using the Church which was a condition of the original planning consent. Clerk to write to Millwood homes to seek confirmation.
