Minutes of the Meeting held on 13th June 2006 at the Belle Friday Centre, London Road, Lynsted
Present:
Councillors: English, Barrett, Champion, Dawes, Bowling, Disney and Darling (arrival 8pm). In attendance, M Jones and J Kitt (Clerk)
1. Apologies
Apologies were received from Cllr Baxter who was on holiday and Cllr Jones. Ward Councillor Barnicott had a prior meeting at Swale Borough council.
2. Public Speaking
Mr Jones wished to say to the Council that he felt deep distress subsequent to the planning meeting of the 30th May. The outcome of his planning application was not, he felt, in the letter the Planning Committee sent to the Borough Council.
3. Declarations of Interest
There were no declarations of interest
4. Minutes of the last meeting
Proposed Cllr Champion and seconded by Cllr Disney and agreed
5. Matters arising
Landowners were still being contacted with regard to any available land for affordable housing
6. Parish Plan update
All three groups were working. A report was submitted.
Cllr Disney had been advised that a study of all issues should be completed fully and would help towards any funding requests in the future.
7. Local Plan
A report was tabled. The objection to the Local plan has been submitted and confirmation of receipt has been received
8. Recommendations of the Standards Committee
A new Councillors pack had been produced by the Standards committee. This included an application form, job specification and job description. This was approved by the council. A copy of the job description would be sent to all Councillors.
The government had produced a paper on the Code of Conduct. The Standards committee would meet to discuss the impact of this. The clerk would ask Swale Borough Council if training manuals on the Code of Conduct might be available to Parish councillors .

10. Finance
The following were proposed and seconded by Cllrs Bowling and Disney, agreed by the Council.
- ‘546 £21.00Barn Dance licence
- ‘547 £60.00Audit H J Jackson
- ‘548 £1257.30J Kitt Salary to 1st June and expenses
The accounts had been seen at the meeting of the 2nd May but were not internally audited. They had now been completed with no errors found. They were proposed by Cllr Bowling, seconded by Cllr Disney and agreed.
11. Planning
The Planning schedule was not available at the meeting and a report was given verbally by the clerk. The form would be circulated after the meeting and attached to the minutes
12. Reports
- KAPC Cllr Darling gave a comprehensive report which will be attached to these minutes
- Playing Fields The felling of the conifer trees is underway but birds are nesting at the moment and these will be left until the birds have finished nesting.
Cllr Champion met with pest control advisors who are to give recommendations and costs. Golfers were seen using the Fields. Cllr Champion agreed to contact Graham Mart over this issue.
- Lighting The Light opposite ‘Dadmans’ was broken. The clerk to report this . She would also chase Mr Beale for an estimate to clear the light around no 36 Cellar Hill.
There was a light post with red and white tape around it outside no 40 London Road. K.C.C. were to contact the Council to let us know what would be happening with it
- Footpaths A report was submitted. The clerk would ask M Ellis at K.C.C. about routine clearance of footpaths
- Tree Warden Nothing to report
- Transport and Highways The overgrown footpath on Lynsted Lane from Bogle to the school had been reported to K.C.C.. The clerk would ask the school to contact K.C.C. too.
The signs indicating 30m/hr on Lynsted Lane by the school had been removed, the clerk would find out what had happened to them.
- Police Liaison LAP French had had a problem with motorbikes on his land. Graham hoped that this matter had been dealt with.
Lead from Swedish Houses and Lynsted and Norton School had been stolen, the police had had no leads on this. Wastepaper was littering the Village before recycling morning, Cllr Champion agreed to deal with this
- Standards Committee See above
- Properties A report was circulated at the meeting. J & Y Systems were completing the jobs.
- Orchard Committee A report was tabled.
- Website There was a slight reduction in visits and pages, this happened this time last year.
13. Clerk’s Correspondence
Clean Neighbourhoods, this would be an agenda item in the future, Cllr Darling agreed to read the information. Scrap Vehicles, LKM agree to remove them. A notice with this information would be put in the noticeboards.
14. Any Other Business.
It was agreed the next meeting will be held on the July 25th at the Community Room from 7.30PM .
There being no further business the meeting closed at 9.00PM
