Minutes of the Planning Committee held on Monday 14th April, 2008, at the Belle Friday Centre, London Road, Lynsted, at 7.30pm.

Members present:

Cllr.R Baxter (Chairman), Cllrs. F Champion, J Disney and T English.

Clerk to the Parish Council: C Bennett.

1.   Apologies for absence.

           Apologies received from Cllr.A Dawes, away on holiday.

2.   Time set aside for members of the public to address the Committee.

    Mr K Snell and Mrs A Jones applicants for Claxfield Farmhouse            Attended, and Mrs A Jones gave a statement regarding their proposed          Planning application.

    Mr Hobbs of Hobbs & Foster Architects, was present on behalf of their Client’s Mr & Mrs M Brown. Statement made on  the current planning application in respect of the development at the former car park at The Fox Public House.

3.   Declarations of interest.

    Cllr.Champion explained that as he lived opposite the proposed development at former car park he felt it advisable to declare an interest in this planning application. Chairman accepted the declaration, and Cllr.Champion did not take part in the discussion on item 7.

4.   To confirm the minutes of the Planning Committee minutes of 10th March, 2008.

    It was proposed by Cllr.Champion that the minutes be confirmed, and seconded by Cllr. Baxter. This was agreed.

5.   Matters arising from those minutes.

    None

6.   To consider how the Clerk is to use the set format (‘tick boxes’) when sending submissions electronically. 

    Clerk  explained about the new submissions electronically to SBC Planning Department, and that there were 3 proposals that needed to be considered before submitting observations:
               a)Support.
               b)Object to the proposal.
               c)Make a general observation.
               It was agreed the Planning Committee needed to consider these
               proposals, and might need to have more than one proposal when
               submissions are made.

7  To consider the following planning application:

SW/08/0209.  Five new flats at former car park at the Fox, Frognal Lane, Teynham.

    After a  discussion  in which it was pointed out that several applications had already been submitted in respect of this site, and after taking into account the statement made by Mr Hobbs on behalf of his clients, it was proposed by Cllr.Disney and seconded by Cllr. English and unanimously agreed that the plans were more acceptable than  previous ones, in that a  footway had been installed, and the roofline and street scene were improved. Whilst the Parish Council  did not object to the current proposal, it remained concerned about the apparently low provision for parking, and the increased traffic hazard at the junction, mentioned earlier.

8  To consider the following applications for Listed Building Consent.

SW/08/0307.  Opening up of internal walls etc. Claxfield Farmhouse, Claxfield Road.

    Chairman explained to the meeting that this was a Grade 2 listed Building, with a Grade 2 star. After a lengthy debate, taking into account applicants statement it was proposed by Cllr.English and seconded by Cllr.Champion and unanimously agreed that no objection be offered, and that the Planning Committee welcomed the proposals to expose the earlier structures, avoid damaging ancient timberwork, and only to introduce new structures that could be easily removed in the future, should the need arise.

SW/08/0308. Opening up of fireplace and studwork in dining room.

    It was felt the building had been fully discussed under previous application, and it was proposed by Cllr.Champion and seconded by Cllr.English and unanimously agreed that no objection be offered, and that it was welcomed that any original timbers be opened up, and no new permanent internal structures being  put in  place.

9.   To note Swale Borough Council’s planning determinations:

  • PN/07/0099.New Farm access road. Hole Street Farm.Kingsdown.The Parish Council had no objection..Prior approval granted.
  • SW/08/0138. Redevelopment of cottage. Mill Cottage Lynsted. The Parish Council had no objection. Approved.
  • SW/08/0154. Extension.3 Orchard Cottage Norton. The Parish Council had no objection. Approved.
  • SW/08/0184.Second story extension. Chapel Cottage Erriotwood.The Parish Council had no objection. Refused.

10.      Other planning business, for information only.

    Clerk informed a planning application had been received from SBC Planning Department. SW/08/0346. Wrendale. The Street Lynsted. Two story side extension, single story rear extension and new porch.

    Chairman stated the Planning Committee needed to arrange a meeting to discuss the application, councillors present agreed that Monday the 21st April 2008 was the most convenient date. Action: Clerk to book the venue for the meeting.

There being no other business the Chairman closed the meeting at 8.10pm
