LYNSTED with KINGSDOWN PARISH COUNCIL
Minutes of the Meeting held on 14th December 2004 at the Community Room, Lynsted
Present:
Councillors: English (Chairman) Baxter (Vice-Chair), Barrett, Bowling, Champion, Disney, Mr and Mrs Buttle, Mr and Mrs Anderson, Mrs Tarmay. Ward Councillor Newman.
1 Apologies

2 Public Speaking
Mrs Buttle spoke to the Council about the resurfacing of the M2. There is a section near to Kingsdown that has not been resurfaced with a substance that will reduce noise. The residents would appreciate the Parish Council’s help in getting this completed. A petition has been raised with 300 signatories and help from Ward Councillors, C.P.R.E. and the local M.P. has been promised. Parts of Kingsdown are a designated area of outstanding natural beauty which is difficult to enjoy with the constant drone of traffic.
The Parish Council agreed that this is an important local problem. Letters would be sent to ‘InterRoute’ who plan Highway matters and the Highways Authority to request that the M2 at Kingsdown be resurfaced as other sections have already. Mr and Mrs Buttle, Mr and Mrs Anderson and Mrs Tarmay left the meeting.
3 Declarations of Interest
Cllr Champion declared an interest in the Playing Fields.
4 Minutes of the last meeting
It was agreed that the Minutes of the meeting held on 2nd November 2004 should be signed as a true record
5 Matters arising
Correspondence from Swale Borough Council indicates that the signs on Cambridge Lane/ Cellar Hill will be replaced in next years budget
The trees at the Vallance still need to be cleared, the clerk to chase

7 Internet Biographies
The biographies were given to Cllr Barrett for the website.
Circulated reports show the number of hits the Parish Council website has had. This is quite encouraging.
8 Swale Forward
Cllr Disney agreed to attend a seminar on the future for Swale. Included is the Kent Science Park, the Thames Gateway, the problems the Council faces and the strategies for the future, he would report back to the next meeting
9 Parish Plans
Cllr Disney reported that a grant of £750 had been agreed. The Parish Council would therefore match with a further £750. A report is attached. The next step is to convene a meeting of the Steering Committee.
10 Finance
The following cheques were approved for payment
- ‘470 £79.90EDF Energy, various repairs on Lynsted Lane
- ‘471 £25.00C.P.R.E. Subscription
- ‘472 £981.55J Kitt Salary
The precept notes were distributed. Following some discussion it was decided to postpone any decision until the 4th January when a further meeting would take place.
Members of the Playing Fields committee were concerned that their request for further funds for a water main did not seem to be met by the current notes
11 Planning
At the meetings of the 16th and 29th November the following applications were discussed
- TC/04/0092 Removal of diseased Elm tree, lopping of 8 Cherry trees, removal of a Lawsons Cyprus trees at Lyon House, Lynsted
- SW/04/1432 First floor extension at Maple Cottage, Lynsted
- SW/04/14496 London Road, side and rear extension.
Swale Borough Council had approved the following
- SW/04/1249 1 & 2 Bonds Cottages, Conservatory to rear
- SW/04/1201 Church Oast, Kingsdown, Extension to ancillary building to form music studio
- SW/04/1152 Bumpit Farm, Internal alterations and repair to existing structure
With regard to the Caravans at Cambridge Lane a question had been raised by a member of the public as to whether the Parish Council was responsible for finding sites. The Parish Council has no obligation in this matter.
G Thomas, Planning, S.B.C., and the travellers representative were looking at alternative sites for the caravans at ‘The Cherries’.
Planning applications considered
SW/04/1470Undergrounding of existing overhead electricity wires and erection of wooden poles at Steadlyn development. The Council had no objection to this application
SW/04/1495Porch to the rear of 2 Tickham Cottages. This application adhered to the Lynsted Design Statement, in particular paragraphs 13 and 14 regarding materials used. The Council had no objection.
12 Reports
KAPC See attached report. At a meeting of the Swale Local board on the 12th January the Kent Science Park will be discussed. Cllr Disney will attend
Playing Fields See attached report.
Lighting There are lights out at Batteries Terrace and the centre of the close. These have been reported
Footpaths The clerk to check Footpath ZR259.
Tree Warden Nothing to report
Transport and Highways A survey of the Highways department will be completed by the clerk
Police Liason Details of G Mart the warden for the area would be put in the newsletter. He would be invited to one of our next meetings.
Standards Committee Reported separately. The Chairman is to see all correspondence prior to the meetings
Properties and allotments Committee The noticeboard on Greenstreet is broken, Cllr Champion will inspect.

14 Any Other Business
A number of new Councillors had not met the Ward Councillors for this area. The clerk to ask if they might attend.
The Bollards at the Jubilee Pump would cost £1,200, four were required .
The Borough Council would be asked if signs could be provided at the Duck pond such that drivers slow down.
The possibility of an airport at the Isle of Sheppey had reared it’s head again. This to be monitored
It was agreed that the next meeting would be held at the Belle Friday Centre on the 25th January 2005 at 7.30 pm.
There will be an extra meeting on the 4th January, Belle Friday Centre from 7.30PM, to discuss four planning applications and the precept
