Minutes of the Planning Committee held on Monday 14th July, 2008, at the Belle Friday Centre, London Road, Lynsted, at 7.30pm.
Members present: Cllr. R Baxter (Chairman), Cllrs.A Dawes, F Champion and P Whalan. Clerk to the Parish Council: C Bennett
1. Apologies for absence.Cllr J Disney unable to attend due to SBC Planning Meeting.
2. Time set aside for the public to address the Committee. Four members present. Mr Bell addressed the committee in respect of planning application SW/08/0666, and Mr Anderson in respect of SW/08/0711.
3. Declarations of interest. None
4.To confirm the minutes of the meeting of 10th June 2008.Cllr.Dawes proposed that the minutes be signed as a correct record; this was seconded by Cllr.Champion, all in favour.
5. Matters arising from those minutes.
5. Cllr.Baxter asked if the planning application in question had been received. Clerk confirmed the application had been received late.
6.To consider including in Applicants Invitation Letter, now that we submit electronically, able to visit www.ukplanning.com to view LKPC comments/objections on line. Agreed Clerk to confirm correct email address, and added to letter, if unable to attend planning meeting, our submission can be viewed on www.planning.com/swale.
7.To consider planning applications:
7.1 SW/08/0666. Refurbishment alteration and extension to existing industrial building into 2 B8 (storage and distribution) units, demolition of outbuildings and construction of 6 B (business), B2 (general industries) and B8 (storage and distribution) units and ancillary features. Vigo Farm Lynsted ME9 9RL.Cll.Baxter pointed out this was a derelict site, no listed, not in conservation or built up area. Proposal: To support. In principle, but urge that every effort is made to consideration of light pollution. Recommend that the applicant enters into a Section 106 Agreement so that there could be benefits to the community at or near the site, with regard to the traffic hazards and parking. Proposed by Cllr.Champion and seconded by Cllr.Dawes, all in favour.
7.2 SW/08/0711. Proposed conversion of farm buildings to form two holiday-let units. The Farm Buildings Hole Street.Kingsdown.ME9 OQX.Cllr.Baxter pointed out applicant was surrounded by listed buildings in Kingsdown conservation area.Proposal: To support, but strongly suggest reconsideration of roof, bronze finish profile, to alternative materials more in keeping with buildings in the conservation area. Proposed by Cllr.Dawes, and seconded by Cllr.Champion, all in favour.
8.To note Swale Borough Council planning determinations. SW/08/0421.Extension on existing barn to be used as a cattle shed and general purpose Store for agricultural use.Kinsdown Farm Kingsdown. Approved.
9.Other planning business, for information only.
9.1 Clerk informed planning application SW/08/0457, 17 St Pauls Court Lynsted will be reported to SBC Planning Committee on 17th July 2008. 9.2 Clerk informed planning application SW/08/0576,Chapel Cott.Erriotwood had submitted an amended plan. 9.3 Clerk informed planning application SW/08/0512 received, proposed dropped kerb removal of front hedge for hard standing for up to 3 cars.
