Minutes of a Meeting of the Planning Committee held on Thursday 14th June 2007   at the Belle Friday Centre, London Road, Lynsted.

Members Present :
Councillors : R. Baxter ( Chairman ) H.F.Champion, A. Dawes, J. Disney and T. M. English

1.   Apologies for Absence.
Apologies for absence were received from : Cllr. Y. Bowling , due to family commitments.

1. 1. Minute Taker.
 In the absence of the Clerk, Cllr. English agreed to record the details of the meeting.

2. Short period of time set aside for members of the public to address the Planning Committee.
There were no members of the public in attendance.

3. Declaration of Interest.
Cllr. Dawes declared an interest in items  TP/07/0037 and TP/07/0400 and agreed to leave the meeting when these items were discussed.

4. To confirm those items of Planning Business from the Minutes of the Meeting of 23rd May 2007
Proposed, Cllr. Champion that paragraphs 7. 8. 9. 10. and 11. of these minutes be confirmed, seconded, Cllr. Disney and unanimously agreed. The Chairman to sign the minutes when the remaining items are considered at the next meeting of the Parish Council.

5. Matters Arising.
There were no matters arising from these minutes.

6. To consider the following planning applications.
At this stage Cllr. Dawes left the room.

6.1.TP/ 07/0037. The removal of dead wood and thinning of an Oak Tree at  9 The Vallance, Lynsted.

In opening the discussion the Chairman reminded the meeting that this was in an area where all the trees at the Vallance were subject to a preservation order, dated from the mid 1960s although this was not within a conservation area as such. He further reminded the members that oak trees by virtue of their nature do in fact carry a certain amount of dead wood.

Proposed, Cllr. Champion that no objection be offered, providing this has the approval of the Tree Officer of Swale Borough Council, seconded  Cllr. Disney and unanimously agreed.

6. 2.  TP/07/0400  The removal of an infected Horse Chestnut Tree at 9. The Vallance, Lynsted.

Proposed Cllr. Baxter, that we regret the loss of a magnificent tree in this woodland setting, but providing the Tree Officer of Swale Borough Council has approved it’s removal, then we would have no objection. If this proves to be the case, then we request a condition  is placed upon approval to plant a replacement tree of native species that has similar dimensions at maturity within the site.
Seconded Cllr. Champion and unanimously agreed.

Cllr. Dawes returned to the room for the rest of the meeting.

6.2. SW/07/0603 Erection of a rear Conservatory to 17. St. Pauls Court, Lynsted.

It was noted this was, in fact outside of the conservation area.

Proposed, Cllr. Disney that no objection is offered to this application but we note from the plans a new entrance is proposed from the exterior wall of the kitchen. There appears to be no reference to this on the application.
Seconded, Cllr. Dawes and unanimously agreed.

7. To review Swale Borough Council’s planning decisions.

7.1. SW/ 07/ 0395 & 6 Extract. Ventilation and internal alterations. George Inn, 76 London Road, Lynsted.    --  Allowed -- noted.

8. Any Other Planning Business -  for information only.

Regarding  APP/V2255 / F / 06 / 2030436  appeal Black Lion Public House, Lynsted.
It was noted the Inspector had dismissed the appeal and also dismissed the claim for costs.

The Chairman reported the next meeting of the Faversham and Swale East Area Forum will meet at Hernehill Village Hall on 28th. June 2007 at 7.00pm. Cllr. Champion agreed to attend on behalf of the Parish Council.

There being no other business, the Chairman closed the meeting at 8.05pm..
