Minutes of the Planning Meeting held on Monday 14th March 2005 at the Belle Friday Centre, London Road, Lynsted
Present:
Councillors; English (Chairman), Baxter, Disney, Champion, Candy, Bowling and Jones. Mr Laird, Julia Kitt, Clerk

Apologies for absence were received from Cllr Barrett, with work commitments.
Public Speaking
Mr Laird did not wish to comment
Declarations of Interest
Cllr Candy declared an interest in TP/05/0012.
Cllrs English and Bowling declared an interest in SW/05/0181.
Minutes of the last meeting
The minutes of the meeting on the 14th February were confirmed as a true record.
Matters arising
An application had not been received for the new garage at Toll House. The clerk would chase this up.
Planning Applications
Cllr Baxter took the Chair; Cllr English had declared an interest in the following application
- SW/05/0181Extension to existing bungalow with new roof arrangement and dormer windows, Grandfield, London Road, Lynsted
After consideration the Parish Council objected to this application on the grounds that the extension was too large in relation to the existing building. It would not be considered ‘modest’ as required by the guidance in the Swale Local Plan.
Mr Laird left the meeting
Cllr English took the Chair
- SW/05/0272 Retention of 11 seasonal workers caravans from the 1st December to the 31st March in the following year when not occupied by seasonal workers at the Picking Shed, Lewson Street
Although this site was not completely in the Parish, the Council offered no objection to this proposal, provided that planning permission had previously been obtained for the stationing of the caravans on the site in the first place.
The Species used for screening was in line with paragraph 40 of the Lynsted Design Statement
The following application was received too late for the Agenda. The site was outside Lynsted with Kingstown’s ‘patch’ and was therefore discussed.
- SW/05/0130 Outline application for erection of warehouse for industrial use, with access and parking at Land at Lacron, London road, Tonge
Although this site is not in the Parish the Council objected in principle, on the grounds that:-
- It is outside the built up area boundary of Teynham, where development is not normally allowed
- The Site is not designated for Economic development in the current Swale Local Plan
Planning Decisions S.B.C.
- SW/04/1603, 4 Jefferies, had been withdrawn
Development at Norton Ash
- Application SW/05/0202 concerned a new Leisure development at Norton with activities for all the family. It was outside this Parish Councils boundary however correspondence had been received from a Parishioner asking for this Council’s position .
It would seem from the application that the development, if allowed, would result in extra traffic along the A2 and light pollution in the vicinity. The proposal at Norton Ash does have some merit. Members of the Parish Council, in studying the proposal, and bearing in mind that they have a duty to represent the desires of their parishioners, were not unanimously opposed to the scheme.
It was unable to lend its official support for or against the current proposal.
Any Other Planning Business
There was no planning business Cllrs wished to discuss.
Cllrs Bowling and Candy left the meeting
The following application was discussed as the above Cllrs had declared an interest
- TP/05/00 12Poplars, 50% Crown reduction, Oak and Alger 25% reduction also reduce conifer in height at Aymers Lodge, the Old Stables
There was no objection, provided the work is carried out by a professional tree surgeon and has the approval of Swale Borough Council’s Tree Officer.
However, this application did not address the problems of over-hanging conifers of this property to the access road through to the Vallance which has been the subject of residents concern recently. A matter to which the applicant refers.
There being no further business the Chairman closed the meeting at 8.50PM
