Minutes of the Meeting held on 15th November 2005 at
the Community Room from 7.30 pm

Present:

Councillors: English, Baxter, Barrett, Champion, Bowling, Dawes and Disney.  Members of the Public, Mr and Mrs Button.  Julia Kitt (Clerk)

1    Apologies

Apologies were received from Cllr Darling (Sick) and Cllr Jones. Ward Councillors Barnicott and Butt together with K.C.C. Cllr Bowles

2    Welcome to Anne Dawes

Cllr Dawes was welcomed to the meeting and the Parish Council

3    Public Speaking

Mr Button was interested in land opposite Vigo Terrace, he stated that it was not good for agriculture or industry and was only fit for Affordable Housing.  He wanted the Parish Council’s views on Affordable Housing within the Parish as he feels there is a need. The Parish Council were aware that E.R.H.A., English Rural Housing Association, were looking at sites and in principle were not averse to any affordable housing should a need be known and a suitable site found.  There were three houses already being built, this altered the picture somewhat. Swale Borough Council and E.R.H.A. had yet to decide the needs of this Parish.

3    Declarations of Interest

There were no declarations of interest

4    Minutes of the last meeting

The quote on page ../2005 of the minutes of the 4th October was £332 and not £232; with this change the minutes were approved.

Matters arising

The Footpath on Lynsted Lane had been ‘strimmed’ although not cut back, it was understood that it was the responsibility of the landowner to clear and K.C.C. were chasing this.

Mr Bessant, Planning department, S.B.C. had yet to respond to our letter of the 14th October regarding the clarification of the Design Statement, the clerk to chase this.

Comments on the draft South East Regional plan had been sent.

The clerk to chase Millwood Homes for a response to financing a Footway at the top of Lynsted Lane

6    Parish Plan

See attached report. Feedback was required from Parishioners.

Village of the Year 2006 Competition

A piece would be going into the December newsletter asking for anyone interested in being part of the entry.  The workload would be significant however, it was felt that the Parish Plan would aid matters and would also help any entry we made. This would go onto the agenda for the next meeting.

8    Affordable Housing

E.R.H.A. had agreed to take over the three affordable units at St Pauls Court. E.R.H.A. are now looking at smaller schemes. A ‘walkabout’ was needed to find suitable sites.  Cllr Disney offered to contact Teynham Parish Council to see who attended their search.

The Parish Plan questionnaire suggested that more rented properties seem to be required

9    Street Naming

Correspondence from Mrs Grimsdell confirmed that the new development would be called St Paul’s Court.

10 Finance

The following cheques were proposed for payment, by Cllrs Disney and Darling and agreed

  • ‘523       £90.00 T Lynds, gardener, clearance of Jubilee Bed
  • ‘524       £1,040.10 J Kitt, six months salary to 1st December 2005 and expenses
  • ‘525       £100.00 Lynsted and Kingsdown Parochial Church Council, contribution to clearance of cemetery extension. Cllr Bowling declared an interest in the Church Council
  • ‘551       £50.00 Donation to Victim Support

11 Planning

The Lyn Valley hadn’t a designation, for example, a conservation area, the Valley needed to be surveyed. Cllr Baxter agreed to chase Mr Best, Planning department, S.B.C. for this.

Our comments regarding the local plan would be subject to a Public Inquiry

12 Reports

KAPC No meeting to report

Playing Fields   Teynham Parish Council had two members on the playing fields committee until March of 2006 when there would be just one.  Cllr Champion agreed to join the committee for Lynsted with Cllr Bowling.  It was hoped that Teynham Parish Council could then accept a subsidiarity grant application given the committee numbers had been met. 

It was agreed that the clerk should ask Teynham for a joint meeting to discuss this matter as it should not be unable to function or be denied access to funds from the same source.

Lighting There were not lights out as at the 15th November. The cost of lighting had doubled. The clerk to ask for an explanation from edf.

Footpaths Nothing to report.

Tree Warden   Cllr Baxter reported that the tree that had been taken down in Claxfield Lane could attract a fine of £20,000 if certain criteria are met.  It was agreed that this information should be put in the newsletter.  The tree was in a conservation area.

Transport and Highways Nothing to report

Police Liaison No incidents to report in Lynsted.

Standards Committee The standards committee will have a draft set of standing Orders for the next meeting

Properties and allotments The allotment holders had met with members of the Parish council to discuss the state of the allotments. They were not being kept clear despite being cleared earlier this year at the expense of the Council. The landowner was not happy with the state they were left in. On further investigation all tenant holders were not members of Lynsted Parish who only need supply them should six Parishioners request them.

It was agreed that the allotments would be withdrawn at the end of March 2006 and letters to the allotment holders would be sent with this information. 

Orchard Committee The Halloween event was successful, more than 100 people attended.  £350 could be put to the projects future funds. More games and volunteers were needed for next year.  A Fungus Foray was held in October, this too was successful.

The additional fencing required was in hand

Website There were increased hits on the website. This could be due to the amount of activity that is going on within the village.

The time was 10PM, Cllrs Champion and Disney proposed that the meeting should continue, this was agreed.

14 Any Other Business

A list of members’ contacts and 2006 meeting dates would be available for the next meeting

Cllr Dawes was asked whether she would like to attend any committee meetings, to get a taster of what she might like to join. The clerk would let her know of future meetings she might attend

The next meeting will be held on the 20th December at the Belle Friday Centre from 7.30PM

The meeting was closed at 10.05 pm.
