Highlights from the Parish Council meeting of 17th February, 2004.

1. New members.  Cllrs. Bid Trim and John Disney were welcomed to the Parish Council.

2. Planning.
The following planning applications had been discussed at the Planning committee meeting on 19th January:

SW/03/1454 Extension of existing 10m high mast to 20m to support an additional 2 antennas and other equipment. Dungate Farm.  

SW/02/1143,4 Demolition and removal of all existing buildings, hardstandings, vehicles and materials on site and the erection of 25 new dwellings, including 3 affordable homes, with associated site access, parking and landscaping, and the provision of rear access to the properties of St Peters Place, plus 8 dedicated parking spaces.

It was resolved, in the light of this planning application having been allowed, to pursue with the developers the possible provision of some units truly affordable by local people, help with safer access for Lynsted schoolchildren between the school and the village church/community room, and some public open space.

Other planning matters:

It was noted, with satisfaction, that Swale B C and Fowler Welch Coolchain was responding positively to the Parish Council’s request that the use of the ‘temporary’ staff car park and access on Claxfield Lane be brought to an end.

3. Dangerous parking.
The Clerk had written to the South East Head Office of the Co-op to ask their delivery vans to desist from parking over the double yellow lines outside the store on London Road, and thus creating a hazard at the Lynsted Lane junction with London Road.

4. Parish Council website.
The layout of the ‘home page’ was agreed, as was the intention to present at least agenda, committee minutes (after adoption) and ‘highlights’ on the website.  It was hoped that this would help to publicise the Parish Council’s work in representing the parishioners.

5. Possible footway between Batteries Close and Bogle.
Clls. English and Baxter had met with the Highway Manager, Swale B C to agree plans for a ‘cut-in and retaining wall’ scheme for the west side of Lynsted Lane.  If approved, the path would probably be completed in two phases. Finance for the first phase was understood to be in place.

6. Subsidiarity.
Laurence Young, Subsidiarity Officer at Swale B C, addressed the meeting. 

This meant that town and parish councils would be looked upon to take on more responsibilities.  They would be more closely involved with decision-making in the provision of services.

An initial part of this would be the allocation of grants to community groups, etc. The proposed Parish Grants Scheme would have the following elements:

  • the Scheme starts this April.
  • SBC will allocate funds to the parish.
  • the parish will then ‘direct the expenditure’ of the funds.
  • parishes who opt out of the Scheme will have their grants allocated from SBC, as before. 
  • the funds allocated through the Scheme are those previously routed though Community Grants and Highways Special Items.
  • funds will be focussed on capital and project work rather than maintenance items.
  • the grants can be ‘rolled over’ into the following year.
  • community groups etc. will need to apply to the parish council, not SBC, for funding.

SBC aims to delegate further responsibilities to parishes in due course.
Note: The Parish Council has yet to decide whether to stay with the Grants Scheme or ‘opt out’. It will do so at its next meeting.
