Highlights from the meeting of 19th April

1.   Police Community Support Officer.  PCSO Graham Mart explained that he was based at Faversham, and was on duty in Teynham and Lynsted/Kingsdown on eight-hour shifts between 7am and 11pm on weekdays. He works closely with the Rural Community Task Force. He does not have the full powers of a police officer, but he is empowered to deal with such matters as litter dropping, dog fouling, cycling on footpaths etc. He is in a position to warn, fine, and confiscate the bikes of, youths riding small motorcycles in an irresponsible manner.  His beneficial presence is being felt in the parishes. He operates a popular youth club in Teynham that meets weekly.  He would value some more adult volunteers to help supervise this. In Lynsted he has been dealing with the vehicle parking opposite Vigo Terrace that is causing a hazard.  He can be contacted by mobile phone (07989992427) when on duty.

2.   Properties. The damaged road sign at the Vallance was due to be repaired in 2005/6. The Clerk will chase up repairs to London Road at 178-180, where there was often standing water. The graffiti-damaged bus shelter near Batteries Terrace could cost over £450 in materials alone, to repair. The A2 at Greenstreet had recently been cleaned, following a Parish Council request.

3.   Kent Village of the Year, 2005. The Parish Council has entered its written submission to this competition, in the Environmental Action section.

4.   Vacancy.  There is at present a vacancy on the Parish Council. Anyone interested in applying to join the busy team should contact the Clerk in the first instance.

5.   Cllr Jean Newman retires. The Parish Council wished Cllr Newman well in her retirement, and thanked her for all she had done for the Parish over many years.

6.   Election to Parish Council committees. A new and more democratic procedure would be introduced in the new civic year, to respond to the need for increased transparency in local government.

7.   Traffic congestion at Lynsted and Norton School.  The Parish Council will write to key Kent County Council representatives in support of a proposal for a bus lay-by and associated measures to reduce the hazard at busy times.

8.   Planning. The following applications were discussed at the Planning Committee meeting on 14th March:

  • SW/05/0181.    Extension to a bungalow at Grandfield, London Road. (objection)
  • SW/05/0130.    Erection of warehouse. Lacron, London Road, Tonge.(objection)
  • SW/05/0272.    Overwintering of workers’ caravans, Packing Shed, Lewson St. (no objection).
  • TP/05/0012.      Cutting back of trees. Old Stables, Lynsted. (no objection).

Swale B C determinations:

  • SW/05/1603,4   Extension etc. at Jeffries, Claxfield Lane. Withdrawn.

The proposed sports/leisure facility at Norton Ash was discussed, following an enquiry by a parishioner. Since the site was not within or near the parish boundary, and councillors were divided on the proposal’s merits, it was decided not to make a submission.

9.   Joint Playing Fields. The damaged water main had been repaired.

10. Transport and Highways.  The Highway Unit was moving from Swale B C to KCC Highways at Maidstone.  Ian Lewis would remain at Swale to deal with certain matters. Details are available from the Clerk.

11. Community Orchard.  Blossom Day had been an outstanding success, with well over a hundred visitors appreciating live music and maypole dancing.

12. Parish Plan. A Public meeting had been arranged for 27th April in the Community Room.  A questionnaire had been finalised and  a Steering Committee of parish representatives had been formed and had met to discuss the way forward.

The next meetings will be on 7th June. These will be the Annual General Meeting, starting at 7pm, followed immediately by Annual Parish Meeting. They will be held in the Community Room at Lynsted Church.
