Minutes of the Planning Meeting held on 1st May 2006 at at the Belle Friday Centre, London Road, Lynsted

Present:

  • Councillors: Bowling, Baxter, Champion, Barrett, English
  • Also in attendance: Mrs Attwood (Clerk)

1  Apologies

No apologies were received from Cllr Jones.

2  Public Speaking

There were no members of the public present.

3  Declarations of Interest

The Chairman asked if any Councillors wished to declare an interest on any items on the Agenda.

Cllr Champion advised that he wished to make a declaration in respect of planning application SW/07/0395.  No one else wished to make a declaration.

4  Minutes of the Previous Meeting held on 10th April 2007

It was agreed that the minutes were a true record of the meeting and could be endorsed by the Chairman.  This was proposed by Cllr Barrett, seconded by Cllr Champion and unanimously agreed.

5  Matters Arising from the Previous Meeting held on 10th April 2007

All items arising are included as Agenda items

6  Planning Applications

The following planning applications had been received.

  • SW/07/ SW/07/0280: Redevelopment of site to provide 5 new flats ( 3 x 1 bed and 2x2 bed) The Fox, London Road  (Teynham PC)
    • It was noted that this application was in respect of development of the car park, not the building. 
    • The Parish Council had no objection in principle to the development of the site for housing. 
    • The Parish Council however did object to the proposed scheme as the design and materials appear to be out of keeping with the other traditional buildings along the London Road. It was felt that that the building line would create a traffic hazard on egress from Frognal Lane onto London Road.  This was proposed by Cllr Baxter and seconded by Cllr Barrett and was agreed by the majority, though not unanimously. 
    • Clerk to write to SBC with Parish Council decision.
  • SW/07/&0395&6: Extract Ventilation and indoor alterations at George Inn, 76 London Road
    • As Cllr Champion had declared an interest, this was discussed towards the end of the meeting when Cllr Champion was not present.
    • The Parish Council had no objection to the proposed scheme.  This was proposed by Cllr Barrett, seconded by Cllr Champion, and unanimously agreed.  Clerk to write to SBC with Parish Council decision.
  • SW/07/&0160:    Revised Layout and drawings 67 London Road, Teynham
    • The Parish Council had already objected to this application. The revised layout and drawings did not affect the Parish Council decision. 

7  SBC Planning Decisions Received

The Parish Council noted that the following planning decisions had been received:

  • SW/07/0154 Notification of Refusal of Planning Permission for Extension  to Detached Garage, Tickham Cottage, Tickham Lane
    • Grounds for refusal: “extension  ... not considered to be modest and fails to preserve the setting of the adjacent listed building”, “extension … projects beyond the lawful residential cartilage of the dwelling and implies a change of use  ... undesirable encroachment onto agricultural land...”
  • SW/07/0134 Notification of Refusal of Planning Permission for Dormer Windows  Moonshine Cottage, Kingsdown
    • Grounds for refusal: “...dormer windows would dominate the roof slope of this small bungalow in the countryside….”
  • SW/07/0177 Notification of Grant of Permission to Develop Land, New Access Road, Kingsdown Farm, Kingsdown

8  Other Planning Information

  • Planning Committee Meeting for SW/07/0160 (Redevelopment of site at no. 67 London Road, Teynham into 4 apartments)
    • It was noted that SBC Planning Committee had met to consider this application on 24th April 2007.  The outcome of this was not yet known.
  • SW/05/3755   Letter From SBC re colour of weatherboarding for two storey extension, Dadmans Cottage, Christopher Row, Lynsted
    • SBC had written to the Parish Council with regard to the above planning permission which was granted in 2005. A condition had been imposed requiring the external weatherboarding to be painted white in accordance with the views of the Parish Council. The applicant had request that this been reconsidered to match an existing extension.
    • The Parish Council agreed to this request. Clerk to notify applicant and SBC.
  • E-mail from SBC re information provided with planning consultation letters
    • At the previous meeting on 26th March concern had been expressed that the Parish Council had only received a copy of the covering letter when it was consulted on a planning application within Teynham PC and been referred to the website for the drawings. The letter had also advised that the Parish Council would not be notified of decision made. As this was the first time this had happened, Clerk had sought clarification from SBC to clarify policy and received a response.
    • Planning applications within the Parish will always be accompanied by a full set of drawings. Applications which are “Close to boundary” will have covering letter only, although SBC had previously also sometimes sent copies of drawings as a “good will gesture”.  Copies of decisions always to be sent to Parish Council, though not necessarily to other consultees.
  • Letter from Millwood Homes re Parking for St Peter & St Paul's Church - Clerk had received a response from Millwood Homes re provision of parking for patrons of St Peter & St Paul’s church. Letter dated 14th March advised that Millwood Homes had been in touch with Reverend George Baislsey on this matter. The sign for the car park is currently under preparation and they hoped to make a formal presentation shortly.
  • TC/07/0025 Apple Tree Removal in Conservation Area, no. 5 London Road (Teynham PC)
    • Cllr Baxter had reviewed this but considered that the removal of the tree would not detract significantly from the street scene.  As this was a minor issue and within Teynham PC, it was agreed that Parish Council would not make any comment to SBC.
  • E-mail from Graham Elvy re SW/07/0153, stable in Homestall Road, Newnham
    • It was noted that the Clerk had been contacted in error with respect to the above application which was neither within Lynsted Parish Council nor Close to Boundary.

There being no further business, the meeting closed at 8.35 pm.
