Highlights from the meeting on 21st March, 2006.

Footway clearance.  The vegetation and debris covering much of the footway on Lynsted Lane between Bogle and the school had at last been cleared. This had required a meeting on site between the Chairman and the Kent Highways officer concerned.

Greenstreet in Bloom cancelled.  It was agreed (with Teynham parish Council) that this competition would not take place this year because of the water supply crisis.

Bus layby at the School.  There was a shortfall in funding for this.  KCC Councillor Bowles was arranging for some of his County Councillor’s  personal allocation to go towards this project.

Highway matters.  It was noted that the post for the interactive traffic speed sign had appeared on London Road near Cellar Hill. The structure was due for completion ‘before Easter’.

There was Borough-wide criticism, including from our Parish Council, of the County Lengthsman road maintenance scheme.

Subsidiarity funding.  Funding in excess of £7,000 was available each year   from the Borough Council, for use on projects in the parish. Since no applications had been received from community groups this year, it was decided to allocate £1,000 to support action arising from the Parish Plan, and the rest to go towards funding a footway between Berkeley House and the Cemetery extension.  It was noted that Subsidiarity funding will be halved in future years. This is because of the return of highway work from Swale B C to the County Council.

Planning

Gypsy site at Cambridge Lane.  The period of notice before Enforcement for the occupants to vacate the site had expired. Following a meeting between Swale B C officers and the occupants, and the appearance of new legislation, the Parish Council understood that a fresh planning application may be lodged by the occupants.

Lynsted Design Statement.  Following correspondence on the subject, Swale B C had confirmed that, due to difficulties with the new government Strategic Planning legislation, it was not feasible to retain the ‘Supplementary Planning’ status of parish and village design statements. Swale B C would, however, continue to pay due regard to Design Statements. Ours had proved its worth as a guide in the planning control process in the parish.

Lyn Valley Designation. Teynham Parish Council had offered its approval and support to Lynsted with Kingsdown Parish Council’s bid to get the Lyn Valley designated as an Area of High Landscape Value through the current Local Plan review process.

The following Planning Applications had been reviewed by the Planning Committee on 13th March:

  • SW/06/0206 Change of use from Agriculture to Residential use. Yew Tree Villa, Lynsted Lane: no objection, but concern was expressed at the continual loss of high grade farm land in the parish.
  • TC/06/0026 Removal of conifer hedge at Well House, Cellar Hill. No objection, but replacement hedge should be of native species.

Determination by KCC:

  • SW/06/9  Creation of a bus layby at Lynsted and Norton Primary School. Approved.

Tree Warden. The warden had assisted a parishioner in the dating of a specimen oak.  The felling of  a mature beech next to the school had been noted.

Community Orchard. Fulston Manor School students were progressing work on interpretation panels,  a discussion meeting about bat studies had taken place, as had a survey of small mammals (by the Kent Mammal Group).

A form for Orchard users to sign regarding public liability insurance was approved.

Funds available through KCC

  • 10,000 per year per County Councillor, to be spent in Swale.
  • Small Communities Capital Fund. £46,000 for Swale. No more than £20,000 per scheme.

The next meeting will be the Annual Parish Meeting on Tuesday 2nd May at the Community Room, Lynsted Church. The meeting starts at 7.30pm, and will be followed immediately by the Annual General Meeting.  The subsequent Parish Council meeting will be on 13th June at the Belle Friday Centre, London Road, stating at 7.30pm .

Parish Council meetings are open to the public, who are warmly welcome to attend.  Parishioners may make a brief oral statement at the beginning of the meeting.
