Minutes of the Meeting held on 21st September 2004 at the St Peter and St Paul Community Room, Lynsted
Present:

1 Apologies

2 Victoria Lawson, Parish Plans
Parish Plans are a document completed by a Parish in order that their opinions and views can be recorded. They are backed by the Countryside Agency.
The aim is to improve the quality of life for communities and direct the growth of the Parish in a way the Parishioners would like. It encourages debate and can often help with discovering the past. The issues include housing, a need for a Village Hall, Local shops, health, crime and safety etc.. The problems that exist can be addressed as the plan is a strong tool when bidding for funds for Parish projects. When completed the community is better informed as a whole about the assets of the Parish, it encourages community spirit and stimulates Voluntary action.
Successful plans were distributed.
A questionnaire is the main body of any plan, questions can be bought on a CD from K.R.C.C.
An open meeting is the next step, if the Parish Council wish to take it further. This would go onto the next Parish Council Agenda
3 Public Speaking
There were no members wishing to speak
4 Declarations of Interest
Cllr Champion declared an interest in the Playing Fields.
5 Minutes of the last meeting
It was agreed that the Minutes of the meeting held on 10th August 2004 were signed as a true record. The spelling of Ailleen Bunce was corrected and two members of the Public were added as attending at the last meeting, Mr and Mrs Durward-Archurst
6 Matters arising
The overhanging trees at The Vallance was the subject of an enforcement notice, the clerk to chase this up.
It was agreed to ask Tom Lynds to maintain the Jubilee Bed for a total of nine hours a year, three hours in spring, summer and autumn at a cost of £10/hour
The Kent and Medway structure plan meeting would be held on the 24th September, Cllr Disney would attend.
Highway matters on the A2 at the approach from Faversham had been addressed. Rory O’Connor agreed that there had been a lamp and it should be replaced. An interactive sign would be erected as soon as funds allowed. The dragons teeth would be in place by the end of September. Any bollards in front of the Jubilee pump would cost £200. The Council were not keen on these, the preference was for ‘sets’.
7 Vacancy Update
A letter had been received from Mrs L Candy, applying to join the Parish Council. There was one vacancy, so it was agreed that Mrs Candy be coopted to the Council. Mrs Candy would be invited to the next Parish Council meeting.
8 Pond at the entrance of The Vallance
See attached email from Mrs Dawes. Cllr English agreed to speak to the owner Mr Candy about the maintenance of the Pond.
9 Consultation papers on possible Code of Conduct and review of restrictions on political activities, for local government employees
The Standards committee agreed to review this at their next meeting. Comments were required by the 19th November
10 Orchard Group commencement activities
A report was tabled
Two quotes were required for the noticeboards. The Halloween event would be advertised on our noticeboards and on the Local Heritage Initiatives (L.H.I.) website.
It was agreed that Cllr Disney should purchase the digital camera and take photographs of all Councillors for the website.
11 Website
The website required updating. Cllrs Baxter and Barrett agreed to draft a piece about the hopes and aspirations of the Parish Council for the next meeting. The L.H.I. website links to Lynsted’s via the Orchard project.
It was agreed that the Faversham website should show limited information and point users to the Lynsted with Kingsdown Parish council website.
12 Road Naming
The Council were not consulted over the naming of the new road in Lynsted. It was agreed that St Paul’s Court should be suggested given we already had St Peters Place next to St Peter and St Paul’s Church
13 Finance
The following cheques were approved for payment
- 501 £475.88 Queensbury Shelters, mending the Bus Shelter, a claim form has been completed
- 502 £141.00 Audit Commission, Audit 2003/04
- 503 £21.79 J Disney, on behalf of the Orchard project, Common ground book of Orchards
- 504 £639.34 Teynham and Lynsted Fields Management Committee, precept
14 Planning
At the meeting of the 6th September the following applications were discussed
- SW/04/1052The Malt House Kingsdown. Replacement double garage
- SW/04/10786 London road. Rear and side extension with alterations to existing vehicle cross over
- SW/04/1089 London Road, Comet Hotel. Outline application for development of two storey restaurant/fast food outlet with hotel accommodation
Applications for discussion at this meeting were:
SW/04/1130 Shed/Garage at rear of Black Lion Pub, Lynsted. The Council considered the above application, it noted that it was in a conservation area. The building is Grade 11 listed and paragraphs 13,15,20 and 22 of the Lynsted Design Statement apply. The Council had no objection
SW/04/1152 Bumpit Farm, Bogle, Listed building consent for internal alterations and repair to existing structure. The Council considered the above application, it had no objections, however, the windows are not in keeping with the original building. They need to be multi-light, that is four on the first flour and six on the ground floor.
Paragraph 14 of the Design Statement requesting that materials should be traditional and original details are retained applies
15 Reports
KAPC Cllrs were unable to attend
Playing Fields Cluttons have agreed to pay for damage to the cabins. The lines are drawn for Football. See attached report.
Lighting The 3rd and 4th light from the A2 on Lynsted Lane, the light outside the cemetery and the light opposite the bungalows on Cellar Hill need the foliage cutting back. The clerk will write to the owners to do this, failing that the Parish Council will do the job and bill the house owners.
School Governors The Parish Council no longer has the right to have a Councillor on the School Governing Board. A new constitution has been adopted allowing the board to have parents, teachers, L.E.A. and community representatives. This report will no longer remain on the agenda
Footpaths There are overhanging trees on ZR259, Cllr trim agreed to inform the clerk if these have been cleared
Tree Warden Nothing to report.
Allotments Nothing to report
Transport and Highways The signs on Claxfield Lane/Cellar Hill that have been damaged would be reported to S.B.C.
Police Liason Nothing to report.
Standards Committee Cllr Champion agreed to join the Standards Committee
Properties Committee A meeting is to be arranged

17 Any Other Business
A piece would go into the Newsletter asking for anyone to manage a website for the Orchard project. Cllr Barrett agreed to draft this.
It was agreed that the next meeting would be held at the Belle Friday Centre on the 2nd November at 7.30 pm.
The clerk should send a reminder for reports two weeks before the meeting for circulation one week later
The meeting was closed at 9.54 pm.
