Lynsted with Kingsdown Parish Council
Highlights form the meeting held on 21st September.
1. Parish Plan. Invited guest speaker Victoria Lawson, of the Kent Association of Parish Councils, explained the idea behind Parish Plans. These were documents drawn up by parishes to help manage change in a way that meets the desires of parishioners. The issues covered during the production of a Plan would include, shops, village halls, crime prevention, housing, transport etc. Our existing Parish Design Statement, which deals mainly with visual aspects, could be part of such a plan. The value of drawing up a Parish Plan for Lynsted/Kingsdown would be considered at a future meeting.
2. New councillor. A written application to fill the vacancy on the Parish Council had been received by Mrs Lisa Candy. It agreed that she should be co-opted to the Council, and invited to the next meeting.
3. Pond at the entrance to the Vallance. A local resident had contacted The British Trust for Conservation Volunteers at the suggestion of the Parish Council, and had received advice. Tom English would speak to the owner of the pond about options for remedial action (the pond dried up too frequently).
4. The Orchard Group had arranged for a local artist to lead a Lynsted and Norton Primary School group in designing a wooden ‘centre-piece’ for the community Orchard at Park Farm (see separate article). A volunteer was sought to operate the Orchard website – anyone interested to contact the Clerk, please (Ph. 522 653).
5. Naming of the new road through the proposed estate at Stedlyn Retreat. The parish council was concerned that not all opinions and ideas had been sought. Its own proposal was ‘St Paul’s Court’. This would reflect the dedication of the nearby church (St Peter and St Paul), be in balance with the existing St Peter’s Place nearby, and avoid the use of the word ‘Stedlyn’, which has unsettling attributes for a section of the community. It was decided that the Parish Council would submit its suggestion to the Borough Council in writing.
6.Planning. The following applications were discussed at a meeting of the Planning Committee on 6th September:
- SW/04/1052. Malt House, Kingsdown. Replacement double garage.
- SW/04/1078. 6 London Rd. Extension and change to vehicle access.
- SW/04/1089. Comet Hotel site, London Rd. Outline application for restaurant/hotel.
The following applications were discussed at this meeting:
- SW/04/1130. Building at rear of Black Lion, Lynsted.
- SW/04/1152. Bumpit Farm, Bogle Rd. Listed Building consent for alterations/repair.
7. Street lights. Several lights in Lynsted Lane and Cellar Hill were obscured by foliage. The Clerk was to write to the landowners to cut back. If not done, the parish council would have it carried out, with the bill going to the landowners.
8. School governors. Changes in regulations meant that the Parish Council could no longer appoint a governor to Lynsted with Kingsdown School. In consequence, there would no longer be a report from the governors to the Parish Council. This loss of an important link was deplored.
9. Standards Committee. Cllr Champion was appointed to this committee.

The next meetings will be held on 2nd November at the Belle Friday Centre, starting at 7.30pm, and subsequently on 14th December. As always, members of the public are welcome. Parishioners are invited to make a short statement at the start of the meeting, if they wish.
