Minutes of the Planning Meeting held on Tuesday 23rd August 2005 at the Community Room, Lynsted

Minutes of the last meeting
Page 43/2005 of the minutes of the 8th August under Matters arising should have said three spare metres, not three metres square. With this amendment the minutes were signed as a true record.
Matters arising
Correspondence from Swale Borough Council regarding Toll House indicated that an application had been received. However, the application was ‘invalid’. The owner of the house was also away for some time. The Borough Council were not going to aggressively pursue this.
Jeff Elliot from Millwood Homes had left a message for the clerk such that there were no funds available for a footway from Berkeley Corner to the Cemetery extension. The Council had already drafted a letter suggesting that in the interests of good publicity it would be a good idea to donate funds to this.
The information regarding slate roofs at St Paul’s Court would be given to Cllrs English and Baxter.
The lamp bracket that Millwood Homes had requested “edf energy” move was a reasonable request and would be allowed by the Parish Council.
Planning Application
- SW/05/0962 Ground and First Floor extension at Tickham Farmhouse, Lewson Street. The extension was considered modest with appropriate materials being used. The Council had no objection.
Swale Borough Council decisions
The following have been granted permission from Swale Borough Council
- SW/05/0819 Land opposite The Cherries, change of use to keep horse and erect a stable
- SW/05/0522 Jeffries, Claxfield Road, extension and loft conversion and internal alterations and listed building consent
Any Other Planning Business
There was a yellow sign on the A2 indicating the new development at St Pauls Court. It encouraged people to use Claxfield Lane to get to the site. Cllr Butt agreed to ask Swale Borough Council to move this such that Lynsted Lane be used as it was a more suitable road.
There being no further business the Chairman closed the meeting at 7.30PM
LYNSTED with KINGSDOWN PARISH COUNCIL - COUNCIL MEETING
Minutes of the Meeting held on 23rd August 2005 at the Community Room of Lynsted Church.
Present:
Councillors: English, Baxter, Barrett, Champion, Bowling, Darling and Disney. Ward Councillors S Butt, and R Barnicott , KCC. Councillor A. Bowles.
1 Apologies
Apologies were received from Cllr Jones.
At this stage the Chairman reported on a letter of resignation received from Cllr. Candy due to pressure of work. It was agreed that a letter should be sent to Cllr. Candy thanking her for her work to date.
The Clerk reported she had received an e-mail from Mr. M. Jones ( a previous applicant ) asking to be considered for this vacancy.
As this vacancy had only just been announced, it was agreed the correct procedure would be to declare a vacancy in the normal way and advertise it through the usual channels with a closing date of 1st. November 2005.
The Clerk to write to Mr. Jones giving him the opportunity to reapply for this position and if he wished to add anything to his original application.
A member questioned the desirability of husband and wife / partners being members of the same parish council.
The Chairman responded by saying he was unaware of any guidelines / rules covering this situation.
Nevertheless, the member felt this was not in the best interest of the Parish Council.
Following the Chairman’s suggestion it was agreed the Clerk should contact , in writing, Clive Powell of the K.A.P.C. for his thoughts on the subject.
2 New Member, Cllr Darling
The Chairman welcomed Cllr. Darling to the Council and hoped she would find the work interesting.
The Chairman also introduced and welcomed Cllr. Bowles to the meeting in his capacity as newly elected Kent County Council Councillor for this area.
3 Public Speaking
There were no members of the public present
4 Declarations of Interest
Cllr Champion declared an interest in the Playing Fields.
5 Minutes of the last meeting
Proposed by Cllr Baxter , seconded Cllr Bowling and agreed, that the Minutes be accepted as a true record.
The winner of the Kent Village of the year was Eastry the remaining winners, of certain categories will be announced on the 8th September.2005.
The questionnaire for the Swale Strategic Partnership had been completed by Cllrs Baxter and Jones.

All correspondence relating to the water problem at Loyterton Cottages will be circulated. Information received from Water Voice, Mid Kent Water and Hugh Robertson M.P. was not encouraging.
Kent County Council indicated that the interactive sign on the approach to Greenstreet from Faversham would be in place soon. The Parish Council were asked to inform the residents nearest the sign.
7 Local Plan Update
A Report was submitted to the meeting.
The status of the Design Statement and the Local Plan are the major concern. Time is of the essence with Swale Borough Council still unclear as to the way forward.
It was decided to let the Design Statement Team know of developments. Cllr Baxter agreed to draft a letter to the secretary for the clerk to send.
8 Parish Plan
A Report was submitted to the meeting.
The information collected is to be input onto the analysing software within the next two weeks. The writing of the Parish plan is scheduled for October.
Following the resignation of Cllr. Candy it was agreed that Cllr. Darling would take her place on the committee.
9 Greenstreet in Bloom
A Report was submitted to the meeting.
Cllr Champion suggested a new category for those without a garden. It was noted this competition is not connected with the Sittingbourne in Bloom competition.
10 Bus Lay-by at Lynsted and Norton School
The architects for the new build at the school have already put the new lay-by in the drawings; the cost of this is £3,000. Despite the small cost and the fact that the entrance for the machinery would have to be reinstated in some manner there is a problem with this cost. It was suggested that subsidiarity could be used.
Cllr Bowles suggested he would attend any Kent County Council/Education/ Highway meeting with this on the agenda and argue the case for this lay-by.
11 Finance
The following cheques were approved for payment, by Cllrs Disney and Barrett

There were small grants available, £1,000 for improvements on Footpaths available from Kent County Council.
12 Planning
The following applications were discussed at the meeting of the 27th June and the 4h July
The Parish Council did not object to the following applications
- SW/05/0819 Change of use to keep horses and erect a stable at the land opposite ‘The Cherries’ Cambridge Lane.
- SW/05/0805 Loft conversion to two bedroom with en-suite bathrooms and studios at Sheerluck, Lynsted Lane
- SW/05/0667 Listed building consent for replacement of existing window with door to form fire exit at the Old Stables, Aymers, The Vallance
- TC/05/0037 Cut down and remove three Eucalyptus trees at the Old Thatched Cottage, Cellar Hill
- SW/05/0755 Double Storey extension at Dadmans Cottage, St Christophers Row
- SW/04/1574 Amendments to approved plans at Lynsted and Norton School
The Parish Council were unable to make a decision on the following Application
- SW/05/0730 New build development of 11 no. one bedroom and 6 no. two bedroom flats over two and half storeys at the Former Comet Motel, London Road
The Parish Council objected to the following application
- SW/05/0933 3M extension to existing 17.35M tower. Installation of two 3G antennas, two equipment cabinets and working platform at the Teynham Exchange
Swale Borough Council gave permission for the following
- SW/04/823New conditions for Mineral Extraction at Claxfield Farm
- SW/05/0518Reinstatement of Internal wall at Heathfield House
- SW/05/0667Listed Building Consent for replacement of existing window with door to form fire exit, Old Coach House, Aymers.
Further discussion has taken place regarding the Status of Parish Design Statements. Clarification from the S.B.C. would be sought.
13 Reports
- KAPC Cllrs Disney and Baxter intended to attend the next meeting in order to discuss the Design Statement. Cllr Darling agreed to go to the KAPC meetings whenever Cllr Bowling could not attend.
- Playing Fields No meeting to report. Cllr Champion reported he had now resigned as Chair of the Sports association. When asked , he indicated he might consider joining the Playing Fields committee
- Lighting All working well.
- Footpaths Nothing to report.
- Tree Warden A parishioner had asked how to deal with young elm trees that had been affected by Dutch Elm Disease. Current advice is to destroy them: there are mature stands of elms in Swale that have escaped the DED epidemic. Removing infected young trees disrupts the life cycle of the beetle that carries the fungal pathogen, and helps to protect the healthy mature trees.
- Transport and Highways The Highways department of Kent County Council had been asked to clear the path towards the school on the approach from the A2 on Lynsted Lane.
- Police Liaison Nothing to report
- Standards Committee Two meetings have been held. The Standing Orders are being reviewed; a report will be compiled when this review is complete
- Properties and allotments A Report was submitted to the meeting; there are a number of small repairs that are required. It was agreed that Cllr Champion should ask the handyman from the school to price the jobs for the Parish Council. ( All allotment holders would be notified to Callers Champion and Bowling. The allotments were untidy as at the date of the report.
- Orchard Committee See attached report.
- Parish Plans as already discussed.
- Website The number of new ‘hits’ has reduced.
14 Clerk’s Correspondence
- BT had asked our opinion on taking the coinage use out of the Telephone box on Erriot Wood Corner. The Council had no objection.

15 Any Other Business
Cllr Disney reported that Andrew Smith from the English Rural Housing Association wanted to present an open day in September to the residents of Lynsted. The Parish Plan results would not be ready in time. However, there was a deadline for submitting a funding package to the association that he wanted to meet.
Cllr Barnicott agreed to ask Swale Borough Council about the status of the affordable homes designated within St Pauls Court.
Cllr Baxter reminded the Council that the rural nature of the Parish, in terms of visitors and tourism generates much income.
The next meeting would be on the 4th October 2005 at the Belle Friday Centre, London Road, Lynsted. Cllrs Barrett, and English would be unable to attend. Ward Councillors Bowles, Butt and Barnicott also had a prior commitment.
The meeting was closed at 9.25 pm.
