Highlights from the meeting on 25th January.

1. Community funding via KCC.  Mr Bill Ronan, Community Liaison Manager, was invited to explain the new arrangements:

  • Local Boards had been set up in each district, including Swale.  Meetings of these would involve County, District and Parish councils and would aim to identify, and make councillors aware of, genuine local needs. The meetings would be open to the public.
  • Community Grants were available to small organisations for capital projects, although ‘matched funding’ would be required. That is, an organisation would need to be able to raise an amount of money in order to receive the same amount via a Community Grant.
  • County councillors had been allocated £10,000 each to spend on deserving projects in their districts.

2.   ‘Swale Forward’.   This body has been set up to manage the considerable Government funding allocated  to Swale (£26m so far), under the Thames Gateway scheme. There is a strong need for community participation in the allocation of this money.

3.   Parish Plan.  A draft Plan is being developed by our parish council working group. A Steering Committee, involving community members,  is to be convened.

4.   Planning. The following planning application was considered at the Planning Committee meeting on 24th January:

  • SW/04/1603,4.  Extension and alterations at ‘Jefferies’, Claxfield.

Determinations by Swale B C:

  • TC/04/0106   Removal of conifer trees. Old Forge, London Rd. Allowed
  • SW/04/1511   Installation of oak sculpture, Park Farm orchard. Allowed
  • SW/04/1358   Housing development. 1 and 2 Holly Bank, Lynsted Lane.        Refused

5. Roads. The Highways Agency intends to resurface the M2 through the parish during the financial year 2005/6.

It was decided, after discussion, not to produce signs warning motorists about ducks near the Vallance.

The road sign ‘the Vallance’ had been reported as ‘uprooted’.

Swale Borough Council intends to clear blocked gulleys along Lynsted Lane and outside 180 London Road.

Some panes had been smashed in the red telephone box in Lynsted Street, a Listed Building (a rarity in Swale Borough). This had been reported to Swale B C

Note:  The Parish Council also contacted BT, and the windows were replaced with satisfying rapidity!

6.   Playing Fields at Frognall Lane.  Procedures for regular Risk Assessments, and appropriate remedial action, are now in place. There is at present a problem with empty bottles and litter being left by people gathering in the evenings.

7.   Community Orchard.  Planned Events, details of which will be advertised in the parish News Letter and on the website, include:  Blossom Day, Sunday 17th April ; Cherry Day, Saturday 16th July ; Fungus Foray (organised by the Lynsted with Kingsdown Society), Sunday 9th October ; Halloween Party, Sunday 30th October.

8.   Website.  ‘Passport –size’ photographs of,  and a brief ‘biographies’ about, the Parish Councillors are now viewable on this website.

The next meetings of the Parish Council will be held on Tuesday 8th March in the Community Room, Lynsted Church, and on Tuesday April 19th, at the Belle Friday Centre, London Road. Meetings start at 7.30pm. Members of the public are welcome. Parishioners may make a brief statement at the beginning of the meeting.
