Minutes of the Meeting held on 26th October 2006 at Greenstreet Methodist Church, Lynsted Lane, Lynsted

1 Apologies
Apologies were received from Cllrs Darling and Dawes who had prior engagements. Cllr Bowling was unwell. Ward Councillor Bowles had a prior meeting. Cllr Jones had family commitments.
2 Public Speaking
Mr Jones asked why the report written by the complaints committee as a result of his correspondence was being looked at in closed session. He was under the impression that no further changes were being made. Cllr Barrett explained that the report had to be ratified by the full Parish Council. Mr Jones quoted the NALC legal topic note ‘any decision on a complaint shall be announced at the council meeting in public’. Cllr English confirmed that this would certainly happen.
Mr Jones quoted items 13 and 14 of the Legal Topic note LTN06 indicating that the
- 13 - Clerk or other proper officer and complainant to be offered opportunity of last word (in this order)
- 14 - Clerk or other proper officer and complainant to be asked to leave room while Members decided whether or not the grounds for the complaint have been made. (if a point of clarification is necessary, both parties to be invited back).
Cllr Barrett assured Mr Jones that his comments had been noted.

3 Declarations of Interest
Cllr Barrett declared an interest under Finances. The quote for headed paper was from Barrett & Co. She would not be able to comment on the price of this
4 Minutes of the last meeting
- Cllr Disney requested the following be inserted under item 8
- Agreement was given for Cllrs to investigate potential sites for a Village Hall with no commitment.’ This was an item discussed and agreed at the last meeting and should have been minuted.
- The minutes were agreed, proposed by Cllr Disney and seconded by Cllr Baxter
- The missing 30mph sign on Lynsted Lane would be replaced as soon as possible, it would be plastic.
- The nettles and brambles on Lynsted Lane next to the Footpath had been trimmed
- Cllr Barnicott would chase the filling of the salt bin at the top of Lynsted Lane.
- The road surface on Greenstreet outside householders including 178 and 180 London Road would be repaired within the next six weeks.
- Correspondence had been received from Mr Sammut confirming that Phase II of the Footpath on Lynsted Lane was planned for the 2008/9 financial year.
- Cllr Disney had informed Kent Highways that the Parish Council had funds it could contribute to this project.
- Cllr Barnicott had informed the members of the Joint Transport Board, that is members of Swale Borough Council and Kent County Council that funds would be available from the Parish Council. The Joint Transport Board (J.T.B) discuss priority jobs within the borough. Cllr Disney said he would attend the next J.T.B. meeting in order to push through plans for this project.
6 Resignation of Clerk
The clerk had resigned during the last meeting and this. Adverts had been put in the free papers, website, K.A.P.C. and newsletter with a closing date of 1st December. There had been a number of applicants. Application packs would be sent out. The Chairman thanked the clerk for her work over the past seven years.
7 Report of the Standards Committee
The Standards Committee helped Cllr Baxter with the advert for the new clerk and application packs to be sent out to all those who respond. Each applicant would be asked if they would train for the Clerks Diploma such that the Council may apply for Quality council status
8 Parish Plan update
A Report was presented.
The outcome of the questionnaire sent to Parishioners living on Greenstreet, asking for ideas to improve the area has been produced in report form. This report has been sent to Teynham Parish Council, Swale Borough Council and Kent County Council. There was a 40% return rate. Ian Lewis from S.B.C. has appointed a consultant to analyze and cost any improvements. Swale Forward has said they would help with funding consultants.
9 Affordable Housing
The site opposite Autospray and near Batteries Terrace were still being looked at by Jennifer Shaw (English Rural Housing Association). There was a meeting on the 7th November to discuss progress with Aileen Bunce, (S.B.C.) Jennifer Shaw and members of Teynham and Lynsted Parish Councils. Design would be discussed. Advertisements for the Affordable Homes at St Pauls Court would be put on the website, noticeboards and newsletter to attract local people to part buy/rent these properties.
10 Report on meeting of Cllr Bowles with Parish Councils on the 28th September.
- See attached report, there was a disappointing turnout compared to the last meeting.
- S Bessant, Planning Officer at Swale offered to run a Planning Course for any one interested.
11 Report on Faversham and East Swale Area Forum
Ospringe Parish Council has its Design Statement at the forum ready to take to the Swale Borough Council Executive for approval. This approval would have the same status as this Parish Council’s Design Statement, that is, it is ‘material consideration’ for planning applications in the area covered.
12 Finance
The following were proposed and seconded by Cllrs Bowling and Disney, agreed by the Council.
- ‘575 - £30.00 Greenstreet Methodist Church, rent for room
- ‘576 - £30.00 Royal British Legion, Poppy Wreath
- ‘577 - £25.00 C.P.R.E. subscription
- Cllr English and Champion would meet David Dunn of edf energy to discuss the work done at the lighting column opposite the Vallance. An estimate (586.50) had been received to replace this column, the cost of this may be claimed on our insurance. The bill of £167.14 would not be paid.
- Cllr Baxter will be reimbursed for the cost of the advert, £59.65, for the Clerk in the Kent Messenger, invoice to follow
- The quote for £120.15 for 1000 sheets of headed paper from Barrett & Co was accepted, the proof was also accepted with the addition of our website at the bottom.
13 Planning
Cllr Baxter reported on the planning meetings of the 11th September and the 16th October.
A mobile Home was reported at Four Acres and being used in the evenings. This would be reported to the Planning Enforcement Team at Swale Borough Council.
14 Reports
Cllrs were reminded that a written report should be submitted prior to the meeting such that they can be read beforehand and not during the meeting.
- KAPC No meeting to report. The AGM would be on the 4th November.
- Playing Fields The fencing required mending, estimates were being sought for this. This would be included in the precept for the Playing Fields. The maintenance for this was the responsibility of the Management Committee
- Lighting Several lights had flies in the bowls, this would be mentioned at the site meeting with edf discussed under Finance
- Footpaths Cllr Dawes had submitted a report. The path to the side of Amythest Nurseries is still not even 1 metre wide by the new fence. The rest of the path is not in good condition either. The Footpath Officer would be asked whether he has looked at this.
- Granny Stiles path - the south end before you get to the field. This is Millwood Homes responsibility at present. Much of the old Stedlyn fencing, corrugated iron, barbed wire concrete etc is lying abandoned on the bank. Before Millwood Homes leave the site it would be a good idea to clear this. A Parishioner spoke to the site manager and he indicated that when the house adjacent to the bank was sold it would be the new owners problem. There is also a mysterious very large football size piece of concrete appeared in the middle of the path.
- The footpath that passes Four Acres was possibly missing a Finger Post. Cllr Barrett would check this and inform the clerk
- Tree Warden the householder at the Vallance where the tree had fallen down was appreciative of the help he had been given
- Transport and Highways Nothing to report
- Police Liaison Nothing to report
- Standards Committee See above
- Properties Cllr Baxter and Champion had met with Mr Williams of Williams Joinery to ask what had happened to the seat outside his new shop. This had apparently been removed by Kent Highways. Cllr Champion had reviewed the minutes and found the minute that said it had been bought jointly by Teynham and Lynsted Parish Council. The Clerk had written to Mr Planner ( Swale Highways) to see if he knew what had happened to it and when it would be reinstated.
- Orchard Committee The Halloween event would take place on the last Sunday in October. Common Ground wished to know something of the Orchard Project.

Cllr Disney suggested we work with other Parishes in order to attract funding for large projects
It was agreed the next meeting will be held on the 28th November at the Belle Friday Centre 7.30PM .
There being no further business the meeting closed at 10.00PM
Complaint update was then discussed, this was a closed meeting.
