Highlights from the meeting on 28th February, 2007.
Affordable housing. ERHA (English Rural Housing Association) was to hold an Open Day on site on 24th March to display the units at St Pauls Court, and advertise the fact that prices now started at £98,000 for a 48% share. ERHA’s plan for affordable units at Vigo Farm would include consideration of using renewable energy (see March News Letter, pages 42 and 43).
Swale Local Plan. The inquiry inspector’s report is expected in October this year, with the plan being adopted in 2008. There will be no further Local Plan: it will be replaced by a Local Development Framework. The review process for this had begun.
Parish Plan.
- Greenstreet improvements. It was noted that joint action with Teynham Parish Council would need the formation of a Joint Committee with its own terms of reference. TPC would need to approve this.
- Ponds. A feasible plan for removing, and disposing of, the silt that currently clogged the duck pond at Aymers, had been outlined. Relevant authorities appeared agreeable. Funding for the project continued to be sought, with the Mid Kent Downs Project helping with this aspect. Lynsted and Norton School were cooperating with plans to restore their wildlife pond, which would have public access.
- Litter. Litter-picks involving the children of Teynham and Lynsted primary schools were planned for March, with an associated poster design competition. This would be in association with KCC’s ‘Clean Kent’ campaign. Cllr Butt of Teynham Parish Council had kindly offered a prize for the best poster in each school. These would be presented by the respective Parish Council Chairmen. A ‘family’ litter-pick covering Greenstreet was proposed for later in the year.
- Renewable Energy. Articles on the subject, with emphasis on the outcome of the Environment Working Group meeting on 6th February, would be prepared for the March News Letter.
Complaint. The Complaints Committee had considered the content of the latest letter from the Complainant (which had been read by all councillors), and had reported that the issues raised in the letter had been dealt with previously. This report was accepted by the full parish council, who considered the matter now closed.
Properties, etc. Following overtures to edf, the street light globes were now brighter. The salt bin near Berkeley House had at last been filled. Fly tipped material on the highway verge at Toll Wood had been cleared, following it being reported. The parish notice board at Kingsdown had been repaired.
‘Progressive Councils’. The Clerk had attended this Kent Association of Parish Councils course on 24th January. She reported back on several items that could improve further the effectiveness of our parish council. These would be considered by the Standards Committee.
Footway at Lynsted Lane. The Parish Council was keeping up the pressure, through our Ward Councillors, to have the remaining stretch (Phase 2) completed. It remained difficult to pinpoint our footway’s position in Kent Highway Services year-by-year priority schedule.
Planning. The following application was discussed at the Planning Committee meeting on 13th February:
- SW/07/0053. Detached garage at 9, the Vallance. No objection.
Swale B C determinations:
- SW/06/1328. Outbuildings at Berkeley House. Allowed.
- SW/06/1300. Works on wall etc., Lynsted Park. Allowed
- SW/06/1357. Listed Building Consent, “ “ . Granted.
- SW/06/1174. Two houses at Nash Close. Allowed. (Note that these will be affordable units).
- SW/06/1326. Cert. of Lawful Existing Use, Vicarage Farmhouse, Lynsted Street. Awarded.
Other matters:
- SW/06/1289. House at Amethyst Nursery, Lynsted Lane (reserved matters) . Withdrawn.
- An appeal had been lodged against enforcement concerning dormer windows. Black Lion, Lynsted Street.
Orchard Committee. A meeting of the summer bat survey volunteers had been held, with Shirley Thompson of the Kent Bat Group, to discuss results and plans. See elsewhere in this issue for details.
Website. This continues to attract increasing attention. There were 2,640 ‘unique visits’ in the month of January.

The next meeting will be on Tuesday 10th April at the Community Room, Church of St Peter and Paul, Lynsted. Meetings start at 7.30pm. Parish Council meetings are open to the public, who are warmly welcome to attend. Parishioners may make a brief oral statement at the beginning of the meeting, if they wish.
