1  Apologies

Apologies were received from the following who were unable to attend:

  • Cllr Jones – due to conflicting engagement.
  • Cllr Barrett – due to holiday.

2  Public Speaking

There were no members of the public present.

3  Declarations of Interest

The Chairman asked if any Councillors wished to declare an interest in any items on the Agenda. No one wished to make a declaration.

4  Minutes of the Previous Meeting held on 13th February 2007

It was agreed that the minutes were a true record of the meeting and could be endorsed by the Chairman.  This was proposed by Cllr Baxter and seconded by Cllr Champion and unanimously agreed.

5  Matters Arising from the Previous Meeting held on 13th February 2007

Outstanding enforcement issues, at Four Acres, Toll House and St Peters Place still to be chased by Clerk.

6  Planning Applications

The following planning application had been received.

  • SW/07/0154 Extension to Garage, Tickham Cottage, Tickham Lane, Lynsted
    The Parish Council had no objection to the proposed scheme as it noted that the application stated that the design and proposed materials are to match the existing.
  • SW/07/0134 Installation of dormer windows, Moonshine Cottage Kingsdown
    The Parish Council had no objection to the proposed scheme as it noted that the application stated that the design and proposed materials are to match the existing.
  • SW/07/0017 (Teynham PC) Change of use from part residential use to fast food restaurant and storage use, 137 - 139 London Road. 
    The Parish Council felt that it is unacceptable that the proposal makes no provision for additional parking; in particular to serve the proposed restaurant customers, where cars are likely to be parked for a considerable period of time.  It was felt this would worsen the existing problems of parking and traffic flow on this section of the London Road. On this basis the Parish Council would object to the scheme. Clerk to advise Parishoner who had also objected.
  • SW/07/0160 Redevelopment of land adjoining 67 London Road Teynham to provide 5 apartments with 5 off road parking spaces
    The proposed apartments are within the Cellar Hill Green Street Conservation Area which requires that
    • Character or appearance of the Area is preserved or enhanced
    • A high standard of design is achieved
    • Scale and form to be compatible with adjacent buildings and their setting

It was not felt that these criteria have been met by the proposed design which is particularly important as it is a focal point in the settlement. The Parish Council supported the principle of infill development and creation of small housing units. The following concerns were also expressed :

  • The bulk of the proposed building appears to overshadow the traditional house and shop front at no. 67 being 2.5 stories high
  • The use of gable ended slate roofs at right angles to each other jars with the hipped tiled roof at no. 67 and the Georgian style house at no. 61
  • Corner windows in the apex of the gables, “sky lights” and the large shuttered windows are not in keeping with other nearby homes in the Conservation Area
  • The proposed timber cladding is over used and overwhelming compared to the simpler designs of nearby properties.
  • Although off road parking has been provided, it is considered inadequate for a development of 6 bedrooms

For the above reason the Parish Council would object to the proposed scheme.

No planning dceisiosn had been received since the meeting of 13th February.

8  Other Planning Correspondence Received

No other correspondnace had been received since the meeting of 13th February.

9  Any Other Business

There being no further business, the meeting closed at 10.05pm.
