Highlights from the meeting of 28th November, 2006

Highway matters.  The uneven surface at west end of Greenstreet would be repaired in December.  A missing footpath sign on Ludgate Lane near ‘Four Acres’ had been reported.

Complaint.  A formal complaint about Parish Council procedures, issued by a parishioner, had been considered by the LKPC Complaints Committee. This Committee’s report on the matter will be published with the Minutes of the meeting, when  signed.

Clerk vacancy.  A number of applications had been received.

Affordable housing.  The three units at St Pauls Court were now fitted out and ready for sale on a shared equity basis. A planning application for two units for rent to be built on the ‘garage site’ at John Nash Close was anticipated. Other sites were still under negotiation with the landowners.

Swale Local Plan.  The Parish Council had learned that Swale B C was recommending to the Inquiry Inspector that traditional orchards (not just individual fruit trees) be protected on development sites.  SBC was now of the view that protection of local landscapes was still a possibility.  Both shifts are in line with the Parish Council’s objections. The Inspector has yet to produce his report. His decisions on the Local Plan content will be final.

Joint Playing Fields.  Tree felling had been delayed by inclement weather.

Street lighting. After discussion with edf Energy,  it had been agreed that the damaged light on Lynsted Lane opposite the entrance to the Vallance would be replaced, and claimed on the Parish Council’s insurance.

Planning. The following Planning application was discussed at the LKPC Planning Meeting on 13th November:

  • SW/06/1174   - Outline application for 2, 3-bedroom semi-detached houses; garage site near John Nash Close. No objection, but urged that local residents be asked first when the units are offered for rent.

Orchard Committee.  The Halloween Party had been a great success. See News Letter for December (page 39) for details.

Bulb planting. A quantity of daffodil bulbs and crocus corms, surplus to Swale B C’s needs, had been kindly offered to the Parish Council by David Shaw of ‘Swale in Bloom’.  These were gratefully accepted, and have been deployed under the grass at St Peters Place and on the ‘triangle’ next to Berkeley House.

Presentation. At the close of the meeting, the Chairman, Tom English, presented Julia Kitt with a silver pendant. This was a token of appreciation from the Parish Council for over seven years of devoted and skilled service to the community as Clerk.

NOTE. Full minutes, once signed and adopted, are available for inspection at Teynham Library, or, by appointment, via the Clerk. The next meeting will be on Tuesday 9th January, 2007 at the Community Room, Lynsted Church. Meetings start at 7.30pm.  Parish Council meetings are open to the public, who are warmly welcome to attend.  Parishioners may make a brief oral statement at the beginning of the meeting, if they wish.
