Minutes of the Meeting held on 29 June 2004 at the St Peter and St Paul Community Room, Lynsted

2 Public Speaking
There were no members of the public present.
3 Declarations of Interest
Cllr Champion declared an interest in the Playing Fields. Existing councillors were asked to sign a Notice of Unchanged Councillors’ Interest and return it to the Clerk.
4 Minutes of the last meeting
It was agreed that the Minutes of the meeting held on 18 May 2004 were signed as a true record.
5 Matters arising
There were no matters arising.
6 David Andrew Bage MBE
The Parish Council recognised that one of its parishioners, David Bage, had been awarded an MBE in the Queen’s Birthday Honours List for services to the community of Lynsted. It was agreed that David Bage would be invited to the next Parish Council meeting so that the Parish Council could make a presentation to mark this achievement. Cllrs English and Barrett agreed to select a suitable piece of glassware.
7 Highways Meeting 25 May 2004
A report on the above meeting is attached. Cllr Baxter drew members’ attention to the response from Ian Lewis, Principal Engineer, SBC. Peter Bell, the Conservation Office, had no objection to the installation of bollards on each side of the London Road Pump but the Parish Council was asked to fund this installation. It was felt that, because the bollards would be 0.5 m from the kerb, they would not be effective It was noted that Teynham Parish Council had already decided against funding the bollards.
Mr Lewis agreed to adding ‘slow’ markings on the A2 at the Cellar Hill Junction and to replacing the missing dragon’s teeth. However, a 30 mph repeater sign could not be installed in an area with street lighting. There would be a bid made to KCC for an interactive sign on the westbound side, 100 m west of the Cellar Hill junction.
Mr Lewis also stated that there had never been a lighting column at the change of speed limit to the east of the village and that there was no money available in this year’s budget to install one. Members of the Parish Council felt that there had, in fact, been a lighting column there in the past.
It was agreed that Cllr Disney would meet with Teynham Parish Council and draft a reply to this letter.
8 Vacancy Update
There had been no applications for the vacant post on the Parish Council. A new advertisement had gone into the recent newsletter and on the website.
9 Subsidiarity – Parish Grant applications
Cllr Jones was in the process of drawing up a report on the recommendations of the Finance Committee for parish grant applications. An application form had also been designed. These would be available for the next meeting.
It was pointed out that an application for a parish grant had been received from Stepping Stones. In the guidelines for Parish Grants, pre-schools were not eligible and it was agreed that the Clerk should write to Stepping Stones informing them of this. It was also agreed that an advertisement should go into the newsletter as soon as possible so that parishioners were aware of the scheme.
Cllr Barrett reported that the Finance Committee was looking into making an application for street furniture in the parish.
10 Finance
It was noted that the KRCC subscription was £35 and not £30. It was agreed that all cheques should be signed.
11 Planning
It was noted that 2 letters had been received about the planning application at 94-96 London Road but these had arrived after the Planning Committee had met.
The Parish Council had been notified of an informal hearing for an appeal against refusal of the planning application for Forge House.
The following planning applications were discussed at the meetings of 24 May, 10 June and 21 June.
- SW/04/0596 - First Floor Extension at Maple Cottage, St Christopher’s Row
- SW/03/1295 - Porch at Woodthorpe Cottage, London road, Lynsted
- SW/04/0548 - Kitchen and Bedroom extension at 208 London Road, Lynsted
- SW/04/0552 - Extend porch, studio and loft conversion to 2 ensuite bedrooms, at ‘Sheerluck’, Lynsted Lane
- SW/04/0641 - Amethyst Nursery, Outline application for a single dwelling
- SW/04/0654 - Teynham ATE, London Road. Erection of 17.35m monopole with three antennae, an equipment cabinet in a secure compound area plus other minor works
- SW/04/069394 - 96 London Road, Change of use of outbuilding into dwelling, including conversion works and extension
- SW/04/0711- Hillside House, The Street, Lynsted. Listed building consent to remove two chimney stacks from Victorian rear extension and retrospectively to remove one small chimney on street elevation
12 Reports
- KAPC The Swale Area Committee now had a new Chairman, Mr T Parry. Qualifications for Parish Clerks were discussed as well as fly-tipping and regionalisation. It was pointed out that there was still money available under the Kent Rural Revival global grants scheme and Kent Leader Plus.
- Playing Fields It was reported that the showers had now been installed. KCC were not cutting the grass so it was now very long. The poplar trees had to be removed as they were dangerous and it had been suggested that they should be replaced by a hawthorn hedge. Cllr Baxter asked that this should be blackthorn as hawthorn harbours a blight which is a threat to fruit trees. The AGM would be held on 22 July 2004.
- Lighting Cllr Champion reported that the light near Fir Tree Cottage would soon be covered with foliage.
- School Governors Cllr Champion reported that the Headteacher was leaving at the end of the summer term.
- Footpaths The footpath behind Batteries Close needed clearing.
- Tree Warden See attached report.
- Allotments 2 allotments have now been cleared and have recently been let.
- Transport and Highways Nothing to report.
- Police Nothing to report.
- Standards Committee Nothing to report.
- Properties Committee See attached report. It was agreed that a letter should go to SBC asking them to replace the rubbish bin demolished by their verge cutter. KCC should also be contacted to replenish the salt bin at Berkeley Corner. It was agreed that the salt bin should be checked every September to see if the salt needed replenishing. Cllr Bowling would weed the rose bed at St Peter’s Place over the summer and would prune the rose bushes in September. It was agreed that the Finance Committee should look at including maintenance of the flower beds in next year’s precept. The Clerk would be asked to contact KAPC for advice on employing a gardener and the Properties Committee would then arrange for the work to be carried out. Cllr Baxter asked that the stile at Toll Wood be added to the Properties List.
- Orchard Committee See attached report. If the LHC application should be successful, the Finance Committee would look at the terms and conditions and reporting requirements.
- Communications/Website Cllr Baxter had put highlights of Council meetings on to the website. He had some concerns over access to the website which Cllr Barrett would take up with Mr Heriz-Smith.
- Parish Design Statement The Group had held their final AGM and was now disbanded. Liz Heriz-Smith was to be the contact point for queries and requests for copies of the Statement. The Parish Clerk was also to keep a supply of the Statements.
13 Clerk’s Correspondence
There was no correspondence to be drawn to the attention of the Council.
14 Any Other Business
Cllr Baxter asked that the Developers at Stedlyn Farm be contacted as nothing had been heard with regard to help with the footway.
Cllr Baxter informed the meeting that the developers involved in the Southern Relief Road had objected to the fact that the link road from the M2 at the Research Centre to Bapchild Cricket Club had not been included in the Kent/Medway Structure Plan. 8,000 houses would be built to pay for the road. A public meeting was due to be held and 5 parish councils had formed a consortium to object to having it in the Plan. It was agreed that the subject would be put on the agenda of the next Parish Council.
It was agreed that the next meeting would be held at the Belle Friday Centre on 10 August 2004 at 7.30 pm.
The meeting was closed at 9.40 pm.
