Lynsted with Kingsdown Parish Council.
Highlights from the meeting held on 29th June, 2004.
1. Honour awarded. The parish Council acknowledged, with great satisfaction, that David Bage, one time Lynsted Parish clerk, councillor and chairman, had been awarded an MBE in the Queen’s Birthday Honours List.
2. Control of speeding. Following an ‘on site’ meeting between Mr Ian Lewis, Swale Highways, and parish council representatives from Teynham and Lynsted/Kingsdown, the following measures will probably be put in place to help reduce speeding on London Road at the Cellar Hill end:
- Painted ‘dragon’s teeth’ on the A2 surface on the approach from Faversham, near the 30mph sign.
- Painted ‘SLOW’ word on the A2 surface on the approach to the Cellar Hill junction from the Sittingbourne direction.
A bid for funding will go in the 2005/6 Highway budget, for an ‘interactive’ speed reminder sign. This will be on the Sittingbourne–bound side of London Road at the hill crest near Cellar Hill. Protective measures against damage by vehicles, for the Victorian Horse Trough, remain under discussion.
3. Planning. The following applications and appeals were discussed at LKPC Planning Committee meetings on 24th May, 10th and 21st June.

- SW/04/0552 Extension at ‘Sheerluck’, Lynsted Lane.
- SW/04/0596 Extension, Maple Cottage, St Christopher’s Row.
- SW/04/0641 Single dwelling: Amethyst Nurseries, Lynsted Lane.
- SW/04/0654 Erection of monopole. ‘Teynham ATE’ (BT substation, A2).
- SW/04/0693 Conversion of outbuilding to dwelling, 94/96 London Rd.
- SW/04/0711 Removal of chimneys. Hillside House, the Street.
- APP/V1144/C/1148706 etc. The Cherries, Cambridge Lane. Appeals against refusal of planning permission, and against eviction notice.
Determinations by Swale Borough Council:
- SW/04/0367 Extension, Orchard down, Erriott Wood. Approved.
- SW/04/0423 Shed at Vicarage Cottage, the Street, Lynsted. Approved.
TC/04/0035 Removal of stumps and a tree, and crown thinning, Vicarage Cottage. Approved.
- SW/03/01293 New housing and business use extension, Vigo Farm, Lynsted Lane. Refused.
Seminar on Design. Cllrs English and Baxter had attended a conference on 22nd May organised by Swale Borough Council, CPRE Swale and the Kent Design Centre. It was clear from this that design was an increasingly important consideration in new building and planning. Seminar report and details are available from the Clerk.
Encouraging public attendance at Parish Council Planning Committee Meetings: For a 6 month trial period, agenda of the Planning Committee would be sent to applicants whose applications were to be considered by the committee.
4. Parish Design Statement. It was noted that the PDS group had disbanded, their task of producing, and introducing, the Lynsted Design Statement document being complete. The guidance in the Statement should be heeded by anyone considering modifying a building, or its setting, in the Parish. Copies (free) can be obtained from the PDS Contact Point (Mrs L Heriz-Smith) or from the Clerk.
5. Swale Community Grants. Funding is now routed through the Parish Council. Any group requiring funding for a project or activity in the Parish should contact the Clerk, Mrs Julia Kitt, phone 522 653, in the first instance.
6. Playing Fields. New showers had been installed.
7. Properties: An assessment of the condition of all Parish Council property (seats, notice boards, etc.) had been made, and remedial action identified where necessary.
8. The Community Millennium Hedge. This had been cut back. (See separate article).
9. Proposed extension of Sittingbourne Research Centre (Kent Science Park). It was noted, with interest, that developers had lodged an objection to the draft Kent and Medway Structure Plan in that an extension of SRC, a new link to the M2, a ‘Southern Relief Road’ and upwards of 8,000 extra houses had been omitted from the Plan. This scheme, if eventually allowed, would have great impact on traffic flows, countryside and tranquillity in the vicinity of the parish.

The next full meeting of the Parish Council will be held on Tuesday 10th August at the Lynsted Church Community Room, starting at 7.30pm. As always, members of the public are welcome, and parishioners may make a short statement at the beginning of the meeting.
