Minutes of the Meeting held on 2nd May 2006 at the St Peter and St Paul Community Room, Lynsted following the Annual Parish Meeting

Present:

Councillors: English, Baxter, Barrett, Champion, Dawes, Darling, Jones and Disney. 

K.C.C. Cllr Bowles, Ward Cllr Barnicott, Trevor Fenterman, Chairman of the Faversham and Swale East Area Committee, Julia Kitt (Clerk)

1    Apologies

Apologies were received from Cllr Barrett. Ward Councillor Butt was unwell

2    Offices

Cllr Baxter took the chair and asked for nominations for the Chairmanship. Cllr Disney nominated Cllr English, Cllr Bowling seconded this.  There were no further nominations. Cllr English accepted and took the Chair.  Cllr English asked for nominations for Vice Chairman. Cllr Bowling nominated Cllr Baxter,  this was seconded by Cllr Disney.  There were no further nominations and Cllr Baxter accepted the position.

3    Committees

All Cllrs had given their committee form back to the Clerk, from this and consultation with the Cllr English the committee listing had been drawn up and circulated.  Cllr Dawes had requested to be on the planning committee and would attend the next KAPC Training day.

4    Public Speaking

There were no members of the public wishing to address the Council.

5    Declarations of Interest

There were no declarations of interest

6    Minutes of the last meeting

Proposed Cllr Baxter , seconded by Cllr Champion and agreed that the minutes of the last meeting be confirmed as a true record.

7    Matters arising

  • The Salt bin would not be filled until Autumn, the clerk would start chasing this in September. Cllr Barnicott reported that he now produced a monthly report detailing any problems his ward had for the K.C.C. Highways department.  Any queries should be given to him Via the Clerk
  • The Interactive sign on the A2 was in place
  • J & Y Systems were unable to clear the light opposite no 36 Cellar Hill from foliage. Cllr Champion agreed to ask Mr Beale.
  • The Parking for residents of St Peters Place and the Church would be reinstated once the build at St Pauls Court was finished

8    Parish Plan update

All Working groups had been set up after a meeting held on the 18th April. The three groups were

  • Road Safety, Chair Sheila Buttle
  • Physical facilities, Chair Bid Trim
  • Environment, Chair Bob Baxter

all of whom would be setting up meetings shortly.  If anyone was interested in helping they should contact the above or Cllr Disney.  A Teynham Parish Council Councillor would attend any meeting that affects them.

A Parish Plan from Detling had been completed, this one included information that we have in the Design Statement and the Parish Plan.

9    Affordable Housing

Cllr Baxter reported that the search continues for a suitable site for affordable housing to meet the need confirmed in the Parish Plan. Delegates from Lynsted with Kingsdown Parish Council joined with members of Teynham Parish Council, together with officers from Swale Borough council and Action for Communities in rural Kent (formerly Kent rural Community council) to consider and inspect possible sites that could serve the needs of each or both parishes.  A survey on 29th March visited six sites in Lynsted parish and three in Teynham. After further consideration of merits and merits, two sites in each parish were short-listed, and the owners of these are being approached for their views

10 Local Plan update

The Public Inquiry is now well under way.  We are relying on written representations and will not be ‘appearing’ in person

We have the official response from Swale Borough Council to two of our objections: it is not recommending changes to the Draft Plan in response to our plea to have ‘Parish Design Statement’ explained in the Glossary, nor to our objection that the eastern boundary of the Thames Gateway is set too far east, putting our rural parish within the Gateway area.  S.B.C. says that changing the boundary is not within its power.  The final decision rests, however, with the Inspector.

With respect to the Gateway boundary, the SE Plan is now out for consultation. The deadline for comments is 23rd June.

Cllr Baxter proposed that the Parish Council repeat our boundary objection to this plan consultation which would have the power of adjustment. This was agreed.  Cllr Baxter would send the appropriate wording to the Clerk.

11 Orchard Committee, Blossom Day

This was cancelled due to bad weather, Cherry day would take place in July.

12 Recommendations of the Standards committee

This would be postponed until the next meeting.

13 Finance

These were proposed and agreed by Cllrs Darling and Dawes

  • ‘552 -  £632.24Cornhill insurance
  • ‘553 -  £1,394.06Lynsted and Teynham Playing Fields Management Committee
  • ‘554 -  £19.92J Kitt Expenses

The Parish Grant scheme for this year was £3,650

14 Planning

TC/06/0042 Removal of Silver Birch Tree and plant another at Japonica cottage, Ludgate Lane. The application was looked at by the Tree Warden who recommended that there would be no objection.  It did not add to the ‘street scene’, a native species tree would be suggested.  This was agreed. See planning schedule for current applications discussed.

15 Reports

KAPC   No Meeting to report

Playing Fields   The constitution refers to a quorum of four, two member of Teynham Parish Council and Two from Lynsted and Kingsdown. This would be changed to three as it is very difficult to meet this criteria.

Lighting   The Light opposite the entrance to ‘The Vallance’ was at an angle. The clerk to report this to edf.

Footpaths Footpaths ZR261 and ZR260 were overgrown.  ZR 277 was still not clear. The Clerk would chase these

The land where footpath ZR263 and ZR269 lie has been ploughed by the landowners.  Cllr Dawes would report on the state of these at the next meeting

Tree Warden   Nothing to report

Transport and Highways A report for the County lenghsmen would be completed to include

  • The sign on Lynsted Lane
  • The collection of water at the ‘S’ bend on Claxfield Lane
  • The ‘dip’ outside 178 and 180 London Road

Police Liaison No incidents to report

Standards Committee See above

Properties and allotments   Allotments would be removed from the Agenda.  Cllr Champion had chased J & Y systems to complete the work.  The allotment rent would be chased

Orchard Committee A report was submitted at the meeting.

Cllr Disney requested any recent , in the last fifty years, photographs of cherry picking in this area.

Website Nothing to report

16 Clerk’s Correspondence

Correspondence from Mr Jones had been received.  Cllr Jones left the meeting.

The letter indicated that he had contacted the Standards Board for England to make a complaint about the opinion of one of the Councillors when discussing Mr Jones Planning application.

The Parish Council agreed to wait to hear from the Standards Board, in the meantime the K.A.P.C. would be asked for their views.

17 Any Other Business.

Cllrs were reminded to check the information held in the Register of Interests

Cllr Barnicott reported that the Chief Executive had had his tour of the Parish and while he was impressed by our achievements Cllr Barnicott pointed out all the improvements we would like

Cllr Darling suggested that the Chairmans report of the year should be put in the newsletter and on the internet.  This was agreed.

It was agreed the next meeting will be held on the June 13th at the Belle Friday Centre  from 7.30PM .

There being no further business the meeting closed at 9.20PM
