Lynsted with Kingsdown Parish Council

Highlights from the Parish Council meeting of 30th March, 2004.

1.Resignation.  The Parish Council accepted, with regret, the resignation of  Cllr Liz Spilman. Cllr Spilman had done a great deal to support the work of the Council over several years.

2.Subsidiarity.  It was decided not to opt out of the first phase of this initiative: the Parish Council agreed to take up its role in the allocation of funding for community projects in the parish.  The annual budget for 2004/5 was £7,300. Applications for funding would be considered by the full Parish Council.

3.Development at Stedlyn.  The housing application having been allowed,  Cllrs. English and Baxter had had discussions with the developers to see what additional help could be gained for the village. Accommodation affordable by low-income Lynsted residents,  an area of public open space, and new lane-side footways were discussed. The developers agreed to consider the requests.  Note: It was subsequently found that there would be three affordable housing units, available under a ‘joint equity’ arrangement that gave first option to Lynsted with Kingsdown Parish residents, second option to residents of the surrounding six parishes.

4.A new, dedicated, Parish Council website, www.lkpc.org.uk , would be launched on 18th April, to coincide with ‘Blossom Day’ at Park Farm. Grateful thanks were due to Mr N Heriz-Smith for helping to set up the website. Agenda, minutes (after adoption), Highlights, project details, events, etc. would be available (and updated) on it.

5.Planning.

The following planning applications were considered by the Planning Committee on 9th March:

  • SW/04/0217.  Erection of twin polytunnels, Amethyst Nurseries, Lynsted Lane.
  • SW/04/ 0216 Rear bedroom extension at 110 London Road, Lynsted.
  • SW/03/1293 Change of use from mineral extraction to housing and business use. Vigo Farm, Lynsted Lane. Outline application.

The following was considered by the Parish Council:

  • SW/04/0325 Change of use of outbuilding to dwelling, 94/96 London Road, Lynsted.

6.Traffic hazard problems.

a)Survey results from Lynsted Lane, outside the school indicated a range of mean vehicle speeds between 25 and 33mph. The numbers of vehicles passing the school per hour at peak times (8 to 9am, 3 to 4pm) varied from 27 to 105.

b)KCC and the Police authority had decreed: road markings at the Jubilee Pump could not be changed for traffic safety reasons. A protective bollard might be permissible. The Parish Council would suggest granite ‘sets’, rather than a bollard, in this conservation area.

c)Discussions were in progress with Teynham Parish Council regarding     possible measures, and discussions with Swale BC, to reduce speeding at the east (Faversham) end of London Road.

7.Swale Local Plan Deposit Draft.

Cllrs Jones and Baxter had attended an information session at Swale House. The Plan was the major planning guidance document for Swale up to 2016.  The main features affecting Lynsted/Kingsdown included the alignment of the Northern Distributor Road, a Thames Gateway border set further to the east than before, greater status for Sittingbourne Research Centre and a ban on extensions on very small rural houses. 

Despite the vocal concerns from the parishes affected, a new link to the M2 and a rumoured new road connecting this with the ND Road was not part of the Local Plan.  Nor was the extensive housing associated with this rumoured development.
The Parish Council would submit its comments before the consultation deadline of May 4th.

8.Joint Playing Fields management.  The damaged fence will be mended and the poplars trimmed.
