Minutes of the Meeting of the Planning Committee held on 3rd March, 2008, at the Belle Friday Centre, London Road, Lynsted.
Present: Clls Baxter (chair), English, Bowling and Champion.
1. Apologies for absence were received from Cllrs Dawes and Disney, attending the Swale Area KALC meeting, and the Clerk, indisposed.
2. Time set aside for public speaking. There were no members of the public present.
3. Declarations of interest. There were none.
4. Minutes of the Planning Committee meeting held on 28th January. It was proposed by Cllr Champion, seconded by Cllr English that these be approved. This was agreed.
5. Matters arising. SW/07/1492. Proposal for affordable housing next to Vigo Farm. In response to a question from Cllr Champion about ERHA’s response to the contents of the Parish Council’s submission (Para 6). Cllr Baxter explained that he had discussed these with Mrs A Johnson of ERHA. She had assured him that using a traffic exit via Batteries close had been considered, but had not been practicable because of land ownership and other problems. The bus shelter would be upgraded to current standards when it was repositioned. The Parish Council will be consulted about siting. ERHA would help to provide extra facilities at the Community Orchard, should the slow-worms, present at the Vigo site, be relocated there.
Regarding Item 10, Cllr Baxter agreed to check with the Clerk about any recent, amended, plans concerning SW/07/0280, development at the Fox carpark.
6. Planning applications.
6.1 SW/08/0138. Proposed redevelopment at Mill Cottage, Mill Lane, Lynsted. After discussion it was proposed by Cllr Bowling, seconded by Cllr Champion that the parish Council had no objection. Passed unanimously. 6.2 SW/08/0154. Proposed extension at 3, Orchard Cottages, Norton Lane, Norton. After due discussion it was proposed by Cllr Bowling, seconded by Cllr Baxter, that no objection be offered. Passed unanimously.
7. To note Swale Borough Council determinations. TP/07/0110. Proposed work on oak tree, Five Oaks, the Vallance, Lynsted. Allowed. The Parish Council had not objected.
8. Other planning business.
The objection to SW/07/1492, proposed erection of 11 affordable houses next to Vigo Farm, by Mr N Heriz-Smith, a parishioner, was noted. It was also noted that SBC had notified the Parish Council that this application was to be considered by SBC’s planning committee on 28th February.
9. Other business.
Cllr Baxter reported that the Clerk had re-instituted the (constantly editable) Planning Update Sheets (spreadsheets). Copies of the most recent section would be made available for Planning and full council meetings.
