LYNSTED with KINGSDOWN PARISH COUNCIL

Minutes of the Special Meeting held on 4th January 2005 at the Belle Friday Centre, Lynsted

Present:

Councillors: English (Chairman) Baxter (Vice-Chair), Barrett, Bowling, Disney, Trim and Candy, Julia Kitt (Clerk).

1    Apologies

There were no members of the Public present

3    Declarations of Interest

Cllr Trim declared an interest in planning application TC/04/0106

4    Precept 2005

The attached report had been previously circulated.  The precept suggested was £6,396.

The amount required for the year is £1,000 less than the precept in the report, reserves will be used, leaving the amount required kept for repairs to fixed assets ( as suggested by the K.A.P.C.). This was queried with the idea that this might be needed as a result of the Parish Plan. It was agreed that should further large funds be required it should be precepted for in the next financial year.

The precept for the financial year to March 2006 would be £6,396

5    Planning

Cllr English briefly outlined the issues regarding councillors interests in planning applications and why there should be no comment from them.

  • SW/04/1511   Installation of carved wooden seat at the centre of the Cherry Orchard. The Parish Council submitted this application and as a result was unable to comment
  • SW/04/TEMP/0074    Provision of replacement single storey classroom and ancillary accommodation and internal reordering of the ground floor to the School Office building at Lynsted and Norton School. The Parish Council had no objection.  The application mentions the contractors being mindful of the builders traffic. The council felt this needed to be reiterated given this narrow and winding stretch of road.
  • SW/04/1571   New access at Yew Tree Villa. The Parish Council had no objection to this application Cllr Trim left the meeting
  • TC/04/0106   Removal of 12 conifer Trees at the Old Forge, London Road Despite the winter greenery that confers give, and the wildlife it can help the Parish Council offered no objection to this application.

Any  Other Business

The clerk would check when the Footpath of the A2 is to be cleaned.

The clerk would also check what is required to get more dog litter bins put on the A2.

There being no further business the meeting closed at 8.20PM
