Minutes of the Planning Meeting held on Monday 4th July 2005 at the Belle Friday Centre, London Road, Lynsted

Minutes of the last meeting
The Minutes of the meeting held on the 27th June were agreed. Proposed by Cllr Baxter and seconded by Cllr Bowling. On page 33/2005 the words ‘mains’ and ‘laybye’ were correct to ‘main’ and ‘layby’
Matters arising
The works at Toll House, Toll Lane were still being chased. There was no application at present.
There was some confusion over Parish Design Statements and Parish Plans. The Parish Council were under the impression that they were two entirely different documents. An email from Clive Powell, K.A.P.C. suggested that perhaps Design statements were being phased out in favour of Parish Plans. A copy of a letter sent to the K.A.P.C. (Swale Area) regarding the legality of Design Statements had been requested from the secretary. When all the information was received it was agreed that an item would be requested on the Agenda of the next K.A.P.C. (Swale Area) meeting on the 5th September to clarify matters. Cllrs English, Disney and Baxter would liase regarding a report for this meeting. It was noted that Lynsteds Design Statement had been adopted as supplementary planning guidance by Swale Borough Council, this was important for it to have some weight within planning matters.
It was agreed that previous co-ordinators Mr Heriz-Smith and Mr Powell would be informed once a decision as to the next step had been made.
Planning Applications
- SW/05/0819 Change of use to keep horses and erect a stable at the land opposite ‘The Cherries’ Cambridge Lane. The Council offered no objection to this application but their previous comment of the siting of the Stable Block should remain. It was agreed a copy of the response to the previous application should be included to Swale Borough Council.
- SW/05/0805 Loft conversion to two bedroom with en-suite bathrooms and studios at Sheerluck, Lynsted Lane. The Parish Council, after some discussion did not object to this application
- SW/05/0667 Listed building consent for replacement of existing window with door to form fire exit at the Old Stables, Aymers, The Vallance. The Parish Council had no objection to this application
- TC/05/0037 Cut down and remove three Eucalyptus trees at the Old Thatched Cottage, Cellar Hill. The Parish Council had no objection to this application but would wish a condition be placed upon the approval that the trees be replaced by native species within the site.
- SW/05/0730 New build development of 11 no. one bedroom and 6 no. two bedroom flats over two and half storeys at the Former Comet Motel, London Road. The Parish Council found it difficult to comment without the full Planning Application in front of it. It was minded not to voice an objection, but urged that the density of the housing is kept within what is reasonable for the size of the site, and that the design of the build is sympathetic to the existing buildings in the vicinity.
It was agreed to ask if it may have the full application for sites along London Road, since development on such sites does affect both Lynsted with Kingsdown and Teynham parishes.
Planning Decisions by Swale Borough Council
There were no decisions to minute
Any Other Planning Business
The clerk would contact C McIlroy (Clerk Teynham Parish Council) in future with planning applications on London Road to seek the views of the other Parish Council.
The area at 94-96 London Road had been cleared. Swale were aware of this, no building was to take place
A review of the Swale Borough Local Plan and a report on Sustainable Communities for Swale had been received. This would be noted at the next Parish Council meeting.
