LYNSTED with KINGSDOWN PARISH COUNCIL
Minutes of the Meeting held on 5th July 2005 at the Belle Friday Centre from 7.30 PM,
Present:
Councillors: English, Baxter, Barrett, Champion, Jones, Candy, Bowling and Disney.
1 Apologies
Apologies were received from Cllr Butt
2 Public Speaking
There were no members of the public present
3 Declarations of Interest
Cllr Champion declared an interest in the Playing Fields.
Cllr Jones declared an interest, Mark Jones, her husband, had submitted an application for the Parish Council vacancy
4 Minutes of the last meeting
Page 32/2005 should have indicated that the sign on Lynsted Lane, not London Road, would be added to the list of jobs that the County Lengthsmen would deal with. It was then proposed by Cllr Bowling and seconded by Cllr Disney that the Minutes of the meeting held on 7th June should be signed as a true record. This was agreed.
5 Matters arising
The broken sign at ‘The Vallance’ will be reported as a risk to Swale Borough Council
Mid Kent water have responded to our enquiry regarding low pressure and lack of water at Loyerton Cottages. They provided a map indicating where the pipes are and detail of where and when the pipes were laid. They were still suggesting that the owners should replace the pipe themselves.
It was agreed that the Parish Council should raise this issue with our MP Mr Hugh Robertson forward the letter to Offwat write to the environmental Officer at Swale. To not have water is a serious environmental matter.
The Speed sign, indicating how fast a car is currently going, on the A2 approaching from Faversham has yet to be erected. The clerk to chase this.
The Milestone has also yet to be reinstated. The clerk to chase this also.
6 Kent Village of the Year
Two further (ecology) judges have visited Lynsted as its entry progressed, to the next stage of the Competition. The final results will be announced in September.
7 Vacancy
To be discussed at the end of the meeting
8 Swale Local Boards Meeting, 15th June
Cllr Baxter attended this meeting. The following were discussed;
Active Living Telecare Project, a pilot of a scheme to help older people remain at home
Swale Mediation, a dispute resolution organisation
Bill Ronan K.C.C. Community Liaison Officer, presented his annual report. Members’ Community Grants are annual sums of £10,000 to be allocated by K.C.C. members (our one is now Andrew Bowles). The £500,000 available to the Count y under the Small Community Capital Project Grant scheme can be allocated in sums up to £20,000 (although winning the whole £20k for a project is unlikely) The funding could be used for the purchase of land.
9 Finance
The following cheques were approved for payment, by Cllrs Barrett and Jones

10 Planning (You can inspect applications on line)
The following applications were discussed at the meeting of the 27th June and the 4h July
The Parish Council did not object to the following applications
- SW/05/0819 Change of use to keep horses and erect a stable at the land opposite ‘The Cherries’
- SW/05/0805 Loft conversion to two bedroom with en-suite bathrooms and studios at Sheerluck, Lynsted Lane
- SW/05/0667 Listed building consent for replacement of existing window with door to form fire exit at the Old Stables, Aymers, The Vallance
- TC/05/0037 Cut down and remove three Eucalyptus trees at the Old Thatched Cottage, Cellar Hill
- SW/05/0730 New build development of 11 no. one bedroom and 6 no. two bedroom flats over two and half storeys at the Former Comet Motel, London Road
- SW/05/0603 First Floor Rear Roof Dormer window at Moonshine Cottage, Kingsdown Road
The Parish Council objected to the following application
- SW/05/0615 Conversion of dwelling into two one bed flats (96) , demolition of existing outbuilding (94) and replacement with four one bed flats with associated parking and landscaping at 94 and 96 London Road, Lynsted.
Swale Borough Council gave permission for the following
- SW/05/0181 Extension to existing bungalow with new roof arrangement and dormer windows at Granfield, London Road
- SW/05/0487 New Garage and garden store at Yew Tree Villa, Lynsted
- SW/05/0477,8 Conservatory extension and erection of garage block and work room at Cellar Hill Farm, Cellar Hill (including listed building consent)
- SW/05/0222 Listed building consent for replacement of gabled dormer window on left hand side of front elevation. Repairs to timber framing (front elevation) at Heathfield House, Ludgate Lane
It was agreed to ask Swale Borough Council if it may have the full application for sites along London Road, since development on such sites does affect both Lynsted with Kingsdown and Teynham parishes
There was some discussion regarding the Status of Parish Design Statements. Clarification from the K.A.P.C. (Swale Area) would be sought.
The Swale Local Plan was at its ‘redraft stage’. Cllrs Baxter, Disney and Jones would look at the revision and make any comments if necessary.
A questionnaire from the Swale Strategic Partnership had been received, Cllr Disney agreed to comment.
11 Reports
12 Clerk’s Correspondence
Correspondence from Mr Gosling indicated that the Swan and George Public Houses on London road had applied for extensive licensing hours. The Parish Council is no longer a statutory consultee on licensing laws. The Borough Council now issues these licenses. It was agreed that the Parish Council would be making no representations to the Borough Council. Mr Gosling would be thanked for his information.

13 Any Other Business
Cllr Jones passed to Cllr Disney information about affordable housing in Rohedge Parish.
Cllr Jones left the meeting
The meeting was now in closed session
Casual Vacancy
Two applications had been received; the application letters had been circulated.
Mark Jones, Claxfield Lane and Angela Darling, Tickham Cottage.
There was little to choose between the two candidates, both were good applications. It was decided that the applicant from Tickham Cottages would be offered the position. This would have the advantage of providing representation from that end of the Parish
