Highlights from the meeting on 5th July, 2005

1.   Committee composition.  After discussion, the following were confirmed:

  • Planning: Cllrs English, Bowling, Champion, Barrett, Disney and Baxter.
  • KAPC (Swale Area): Cllrs. Bowling and Candy.
  • Playing Fields: Cllrs Bowling and Candy.
  • Communications/websites: Cllrs Baxter and Barrett.
  • Police contact: The  Clerk.
  • Street lights: Cllr. Champion.
  • Properties and allotments: Cllrs. Champion, Disney and Bowling.
  • Footpaths: Cllrs Jones and Bowling.
  • Data protection: The Clerk.
  • Tree Warden: Cllr Baxter.
  • Transport/highways contact: The Clerk.
  • Parish Plan: Cllrs Disney, Candy and Bowling.
  • Finance: Cllrs. English, Candy, Disney and Champion.
  • Standards: Cllrs. English, Bowling, Barrett, Champion and Jones.

2.   Kent Village of the Year Competition.  Second-round (ecology) judges were shown around the village environmental projects on 25th June.

3.   Low water pressure at Loyterton Cottages. Mid Kent Water had been contacted ,  following a request for help from a parish resident. Their response had not been satisfactory. OFFWAT, H Robertson, MP and Swale Borough Council were to be contacted for advice.

4.   KCC’s Swale Local Boards meeting, 15th June. Cllr Baxter had attended. He reported that funds for community projects were available from Members’ Community Grants and Small Community Capital Project Grants. This was noted.

5.   Planning. The following applications were discussed at the Planning Committee meetings of 27th June and 4th July:

  • SW/05/0819.  Keeping of horses and new stable, land at Cellar Hill. No objection.
  • SW/05/0805.  Loft conversion, Sheerluck, Lynsted Lane. No objection.
  • SW/05/0667.  Listed building consent for new door, Old Stables, The Vallance. No objection.
  • TC/05/0037.  Removal for Eucalyptus trees, Old Thatched Cottage, Cellar Hill. No objection.
  • SW/05/0730.  New flats (17) at Comet Hotel site, London Road. (Teynham parish). No objection.
  • SW/05/ 0603. New dormer window, Moonshine Cottage, Kingsdown Road. No objection.
  • SW/05/ 0615. Demolition of barn, creation of 6 flats, 94/96 London Road.  Objection.

Swale B C determinations:

  • SW/05/0181.      Extension, Granfield, London Road. Allowed.    
  • SW/05/0487.      New garage and store, Yew Tree Villa, Lynsted Lane. Allowed.
  • SW/05/0477,8.  Conservatory and garage, Cellar Hill Farm. Allowed.
  • SW/05/0222.      Repairs to timber framing, etc. Heathfield House, Ludgate Lane. Allowed.

Swale B C would be asked for full applications for all sites  in Teynham parish along London Road, since such developments do affect Lynsted.

Swale Local  Plan.   Cllrs Disney, Jones and Baxter would prepare a response to the Re-deposit Draft.

6.   Vacancy.  Applications for the vacant position on the Parish Council  were discussed. The co-option will be announced in due course.

7.   Police matters.  Motor bike use on fields at Claxfield had been reduced by the police.  Money boxes found at Vallance duck pond, and needles found in a field a Cellar Hill would be reported to the police.  

8.   Joint Playing Fields. Certain mature poplars needed clearing: a source of funding was being sought.

9.   Application for a licence for extended hours, the Swan and the George pubs on London Road. A parishioner had written to the Parish Council, objecting to the proposals. Under the new arrangements, parish councils are no longer consultees on licensing. The Parish Council would not, therefore, be making representations on this issue.

The next meeting will be on Tuesday 23rd August at the Community Room at Lynsted Church, starting at 7.30pm.

Parish Council meetings are open to the public, who are warmly welcome to attend.  Parishioners may make a brief oral statement at the beginning of the meeting.
