Minutes of the Meeting held on 5th September 2006
at the Belle Friday Centre, London Road, Lynsted

Present:

Councillors; English, Baxter, Champion, Dawes, Bowling, Jones and Barrett

1    Apologies

Apologies were received from Cllr Darling who was returning from holiday.  Ward Councillor Barnicott was on holiday, Ward Councillor Bowles had a prior meeting at the Borough Council. Councillor Disney also had a meeting at Swale but would arrive when this had finished.

Invited Speaker: Peter Chegwidden, Recycling, Swale Borough Council

Mr Chegwidden had been invited to the meeting in response to the Environment Group that arose from the Parish Plan. They were interested in Waste Recycling in the Parish.

The Government sets targets for Borough Councils to meet with regard to recycling, although a number of years ago Swale were one of the best perfomers lack of investment had meant it had fallen behind. However, new investment had been given.

There is a lack of landfill sites in Kent, they are usually disused quarry’s, they also produce possible harmful liquids and gases.  There is an Waste to Electricity incineration unit in Allington which is shortly to begin work. All harmful gases will have been processed before being let out.

Swale has yet to finalise the new refuse company for Swale.  They have been told that cans/ plastic bottles/ paper/ glass/cardboard and green waste should be collected from householders. This will probably be done with a fortnightly collection.  One week will be recycling and the other will be anything else.  All refuse companies favour making this change all over Swale at the same time rather than rolling out the scheme over a number of months.  The colour of bins and/or the use of clear bags has yet to be finalised. Swale would rather not charge for excess waste or make recycling compulsory.  Ideally any help from Parish Councils to make this exciting would be helpful.  Perhaps inter Parish rivalry?

The question of how terrace housing will cope with extra bins arose. They may use clear plastic bags, the Borough Council was open to suggestion as there are many of these types of housing in the area. The number of flies in bins during hot weather that grow especially when there will be a fortnightly collection was raised. Health and Safety have looked at this problem.  As long as the lid is kept down the risk of infections is minimised. With a weekly collection this problem also arises in extreme hot weather.

The use of collection vehicles sorting the recyclable items when picked up was raised, this would not be done as it would have to go back to the depot when one section was full when another may not be.  This would not be effective use of the vehicle or bin men.

Mr Chegwidden was part of a pilot scheme using an aerobatic Food Digester, a ‘green cone’.  This is put into the ground and kitchen waste can be put into it. It is a sealed unit, the heat of the sun digests the waste.  If anyone is interested they should let Mr Chegwidden know.

The Parish Council wished to say that it would support recycling ideas the Borough Council wished to implement

2    Public Speaking

There were no members of the public wishing to speak

3    Declarations of Interest

Cllr Jones declared an interest on the final item on the Agenda, she would leave the meeting at that stage.

4    Minutes of the last meeting

The minutes of the 25th July indicated Cllr Bowling proposed and seconded them.  Cllr Champion seconded the minutes.  Otherwise they were agreed, proposed by Cllr Champion and seconded by Cllr Baxter.

Cllr Barrett was not at that meeting and suggested they could be more specific.

5    Matters arising

The clerk continues to chase the missing 30MPH speed limit sign that is missing before the school under Ref 77693 Kent Highway Services

The trimming of all the nettles and brambles on Lynsted Lane next to the Footpath is also being requested under ref 83611.

The clerk was asked to put these queries in writing to Kent Highways.

Cllr Bowles would be contacted to help with the bad condition of the A2 from Frognal Lane 100 yards west towards Sittingbourne. This had been reported a number of times without success.

6    Parish Plan update

A report was circulated

Cllr Disney, in his report was asking for possible sites for a Village Hall. There was specific funding available for the purchase of land for Village Halls. This followed a positive response from the Parish Plan.  The Parish Council felt that a need for a Hall should be discovered first and also the availability of Lynsted and Norton School for functions. 

The distribution of a new questionnaire for London Road will cost around £10, this was agreed.

7    Local Plan - Report circulated

8    Potentional Sites for Village Hall

Agreement was given for Cllrs to investigate potential sites for a Village Hall with no commitment.

9    Finance

The following were proposed and seconded by Cllrs Bowling and Disney, agreed by the Council.

  • ‘573 - £70.15edf energy, light opposite Dadmans mended, although not very satisfactorily.  The clerk to contact edf
  • ‘574 - £60.00Trees and Bees, clearance of ivy from the base of the lamp pole opposite no 36 Cellar Hhill
  • The clerk had also asked edf energy to look again at the repair to the lamp opposite the ‘Vallance’. The invoice for £167.14 had not been paid

10 Planning

Cllr Baxter reported on the planning meetings of the 14th and 29th August 2006.  The planning form was attached.  There has been no progress yet on any affordable housing sites.

11 Reports

  • KAPC   Both members had been unable to attend the last meeting. 
  • Playing Fields   Some tidying of the trees at the Playing Fields had not been completed due to the wet weather.  This would be completed soon. There was no meeting to report
  • Lighting   The possible transfer of the maintenance of the lighting in Lynsted to K.C.C. would take a year. K.C.C. had received a larger than expected response in relation to this. Otherwise lighting within Lynsted was in working order as at yesterdays date.
  • Footpaths Rreport submitted. The clerk would contact M Ellis at K.C.C. This had been done at the last Parish Council meeting and a response from M Ellis had been received indicating that he would be dealing with these matters. Nothing further had been done about the Footpath by Amythyst Nurseries. The clerk would chase this. 
  • Tree Warden A Parishioner had mentioned the trees at St Pauls Court by the footpath looked in need of attention.  The Tree Warden agreed to look at this.  A horse chestnut at the Vallance had come down in high winds.  It had a Tree Preservation Order on it and had been maintained last year.  The tree warden would look at this to make sure it could not happen again
  • Transport and Highways Nothing to report
  • Police Liaison During the Summer Lysnted had been quiet.  A spate of burglaries had taken place on one day during the break in Teynham. They had gone through Swale.
  • Standards Committee Nothing to report
  • Properties The bus shelter would be repainted, where marked, soonest. The clerk would write to Amythyst Nurseries, she had let them know we would be prepared to pay for a skip when required to clear the allotments.
  • Orchard Committee See attached report. The Halloween event would take place on the last Sunday in October.

  • Website Nothing to report although Cllr Barrett wishes to update it.

It was agreed the next meeting will be held on the 26th October at the Belle Friday Centre from 7.30PM .
