Highlights from the meeting of 6th October, 2006
1. Resignation of Clerk. Tom English explained that Julia Kitt had offered her resignation. He thanked her for her hard work over the past 7 ˝ years. Advertisements had been published seeking a replacement. Several enquiries had already been received. Mrs Kitt had kindly offered to stay in post until December 31st.
2. Highway matters. The Parish Council understood that the missing metal ‘30mph’ signs on Lynsted Lane would be replaced (with plastic signs) as soon as possible. Nettles and brambles had been cleared from Lynsted Lane south of Bogle.
Completion of Phase 2 of the footway on Lynsted Lane is planned for the 2008/9 financial year. Kent Highway Services had been made aware that the Parish Council had funds that it could contribute to this important project.
The Parish Council was in discussion with EDF Energy concerning the proper repair of the damaged lamp standard on Lynsted Lane opposite the Vallance.
3. Parish Plan update. The results of a survey (with a 40% return) of Greenstreet residents’ wishes regarding improvements, had been shared with Teynham Parish Council, Swale Borough Council and Kent County Council. Swale B C had appointed a consultant to analyse and cost possible improvements, and Swale Forward had agreed to assist with funding this exercise. It was confirmed that the Parish Plan team could investigate potential sites for a village hall, without commitment.
4. Affordable Housing. The three shared-ownership units at St Pauls Court were to be advertised locally. Local applicants will have precedence.
5. Planning. The following applications were considered by the Planning Committee at meetings on the 11th and 25th September and 16th October:
- SW/06/0999. Extensions at Japonica Cottage, Ludgate Lane. No objection.
- SW/06/1013. Conservatory at 1 Park View, Tickham. No objection.
- SW/06/0793. Extensions at 9, the Vallance, Lynsted. No objection, but reference made to Parish Design Statement.
- SW/06/1144. Garage extension, Hunters End, Erriott Wood. No objection.
SBC determinations:
- SW/06/0999. Extension at Japonica Cottage. Allowed.
- SW/06/0935. Rear conservatory at 9 St Pauls Court, Lynsted. Allowed.
Other planning matters.
The Parish Council had been represented at the SBC Planning Committee meeting when an application (SW/06/0500) for the temporary positioning of a mobile home etc. at the Cherries, Cellar Hill , had been refused. (Determination subject to official confirmation).
6. Joint Playing Fields. Estimates were being sought for fence repair.
7. Missing seat. A metal public bench had been removed, possibly by a highway authority, from the footway on London Road, during the creation of ‘Garden House Primitives’ shop. The seat had been in position for 30 years, and was the joint property of Lynsted with Kingsdown, and Teynham, Parish Councils. Inquiries were being made with a view to its recovery/replacement.

The next meeting will be on Tuesday 28th November at the Belle Friday Centre, London Road, and then on Tuesday 9th January, 2007 at the Community Room, Lynsted Church. Meetings start at 7.30pm. Parish Council meetings are open to the public, who are warmly welcome to attend. Parishioners may make a brief oral statement at the beginning of the meeting, if they wish.
