Minutes of the Planning Meeting held on Monday 8th August 2005 at the Belle Friday Centre, London Road, Lynsted

Cllr Champion, a school governor, declared an interest in SW/04/1574
Minutes of the last meeting
The minutes of the meeting held on the 25th July were confirmed as a true record.
Matters arising
There had been no correspondence received in respect of the Garage at Toll House. This would be a separate item on the next planning agenda.
The Sustainable Communities questionnaire had been completed.
The Draft Local Plan comments had been completed. The clerk had been asked to submit them via the internet.
The clerk had as yet no response from Jeff Elliot, the Director of Millwood Homes in response to a request for a meeting to discuss a footway at Berkeley Corner to the Cemetary extension.
Swale Borough Council did not require a planning application if a Porch was built to less than 3M Square and 3M high, when measured from the outside. The Porch at 146 London Road would therefore not be pursued with the enforcement team at Swale.
The clerk had yet to check the plans for the development opposite the Church for use of slate on the roof.

SW/04/1574 Amendments to approved plans at Lynsted and Norton School - After some discussion the Parish Council had no objection.
SW/05/0933 3M extension to existing 17.35M tower. Installation of two 3G antennas, two equipment cabinets and working platform at the Teynham Exchange
The Parish Council objected for the following reasons:
- The Tower is positioned in the Lyn Valley which is in an attractive Countryside as yet unspoilt by development, where there is a presumption against development (Lynsted Design Statement paragraph 24)
- The Parish Council was reluctant to refrain from objection when the mast was initially placed but was persuaded that no other alternative was feasible. There was some shielding from the nearby stand of trees although the mast is 1M higher than these.
- The elevation of the mast and equipment proposed would render the installation visually unacceptable. If it were passed the Parish Council would ask for a condition stating the mast be removed when it is no longer required.
Swale Borough Council decisions
The following have been granted permission from Swale Borough Council
- SW/04/823 New conditions for Mineral Extraction at Claxfield Farm
- SW/05/0518 Reinstatement of Internal wall at Heathfield House
- SW/05/0667 Listed Building Consent for replacement of existing window with door to form fire exit
Any Other Planning Business
Millwood Homes, the developer opposite Sts Peter and Paul Church had asked that a lamp bracket be moved at the entrance to the site. Currently there were two poles, one held the bracket and the other was a telegraph pole. Providing the developers paid for the work the Parish Council were not averse to the Lamp bracket being moved to the telegraph pole and the former being removed. This would improve sightlines at the entrance of the development.
There being no further business the Chairman closed the meeting at 8.20PM
