Minutes of the Meeting held on 8th March 2005 at the St Peter and St Paul Community Room, Lynsted

Present:

Councillors: English (Chairman) Baxter (Vice-Chair), Barrett, Bowling, Champion, Jones, Candy and Disney. Cllr Butt

2    Resignation of Cllr Trim

Cllr Trims resignation was accepted with much regret.  The Clerk to respond to Cllr Trim and thank her for all her work she has done for the Council.

A vacancy will be advertised in the Newsletter, Noticeboards and Website

3    Public Speaking

There were no members of the public present

4    Declarations of Interest

Cllr Champion declared an interest in the Playing Fields. 

5    Minutes of the last meeting

It was agreed that the Minutes of the meeting held on 25th January should be signed as a true record  by Cllrs Disney and Barrett.  Page 5/2005 was marked as 3/2005, this was corrected. Cllr Butt should also have been noted as present.

6    Matters arising

The Community Policeman Graham Mart would attend the meeting on the 19th April

7    Kent Village of the Year

It was suggested that Lynsted be entered for the 2005 Village of the Year Competition organised by Action with Communities in Rural Kent (formerly Kent Rural Community Council).  There were 6 categories for entry.  It was considered that Environmental Action would be the best one to attempt.  A working group (Cllrs. Disney, Bowling and Baxter) would draw up an entry.  Time was short (Deadline 31st March). The working group would do its best to incorporate in the entry the environmental contribution of all groups in the village/parish.' The option existed to broaden the entry to other categories, if there was a demand for such.

8    The Clearance of Greenstreet

The state of the A2 was generally poor, not helped by the exhaust fumes of cars and litter on the pavements. The clerk would ask Swale Borough Council what the street cleaners were contracted to do in terms of cleaning our pavements as well as clearing the rubbish. It was felt that a clear up involving large containers was not required.  A piece in the newsletter advertising the Greenstreet in Bloom competition would be put in to encourage some pride on the Street.

9    Finance

The following cheques were approved for payment, by Cllrs Baxter and Disney

The Finance committee had produced a report for the meeting this evening.  The clerk omitted to circulate this to Cllrs Bowling, Jones and Candy. The report gave details of the grant agreed for the Parochial Church Council, £400 for Bollards on London Road and the suggestion to keep the remainder for a Footpath by the Cemetery or finish the Footpath on Lynsted Lane. The Committee also suggested the clerk attend all finance meetings. This was agreed. Cllr Disney was co-opted onto the Finance Committee.

The clerk to circulate the missing reports.

An email had been received from Jennifer Shaw, Rural Kent wanting to give a presentation about Affordable Housing.   Given Graham Mart would be at our next meeting and the meeting in May would include the Annual Parish and Annual General Meetings it was agreed that she should be asked to the next planning meeting with all Councillors asked to attend.

The clerk should let Mrs Shaw know that three houses at the new development would be affordable housing

10 Planning

The following applications were discussed at the planning meeting of the 14th February

  • SW/05/0076   Covered Terrace at Medlar House, Lynsted
  • SW/04/1574Replacement single storey Classroom at Lynsted and Norton School, amended plan

The Parish Council did not object to these applications

S.B.C. Planning decisions

The following applications have permission from Swale Borough Council, the School has permission from Kent County Council.

  • SW/04/1610,1495Listed building consent for Porch to rear of  Tickham Cottages
  • SW/04/1574Provision of replacement single storey classroom and ancillary accommodation and internal re-ordering of the ground floor to the school office building. Also amended drawing. This application has been refused permission from Swale Borough council
  • SW/04/1571New vehicle access at Yew Tree Villa has been refused permission

Correspondence had been received from Parishioners asking for the Councils position on a new leisure development in Norton. Given this application was not in the Parish the clerk would obtain the application for a planning meeting on the 14th March when the whole Council could comment.

11 Reports

KAPC Cllr Bowling was unable to attend.  Cllr Candy agreed to attend K.A.P.C. meetings

Playing Fields   See attached report.  Cllr Candy agreed to join this committee on a trial basis.  The Council needs to have two Parish Cllrs from each Council to comply with the constitution

Lighting   They all require cleaning.  The 1st lamp on Lynsted Lane is rather dull.  The clerk was asked to look at the maintenance contract to see what EDF energy should be doing for the monthly fee.

Footpaths Nothing to report. Cllr Bowling agreed to check the Footpaths with Cllr Baxter.

Tree Warden Nothing to report.

Transport and Highways Nothing to report

Police Liaison Graham Mart the warden for the area would be attending our next meeting.

Standards Committee See attached report, the clerk would be attending these meetings

Properties and allotments Committee The Bin opposite Fir tree cottage was still damaged. The clerk would purchase this out of subsidiarity rather than leave it in its current state. Deniva had been cleaning the bus shelter.  Aluminium paint had been used which was hard to remove from Perspex. The clerk would find out how much a glass shelter or an anti-graffiti material shelter would cost.

Orchard Committee See attached report. The unveiling of the Bench would be on Friday 18th March at 10AM.  Blossom Day was on the 17th April and volunteers were required for a Bat Survey

Parish Plans See attached report

Website See attached reports. It might be possible to have links to other sites in Lynsted that advertise events within the village.  The Parish Council would remain the main thrust of the site but in principle it was agreed that other groups could use it.

Membership of political parties or campaigning groups should be recorded in the Register of Interests. Full details of this would be circulated.

13 Any Other Business

Cllr Jones commented on the make up of Parish Council committees and the process of selecting members.

The chairman suggested this should be a subject on the next agenda.  Cllr Jones to prepare a discussion paper prior to the meeting

It was agreed that the next meeting would be held at the Belle Friday Centre on the 19th April at 7.30 pm.

The meeting was closed at 9.40 pm.
