Highlights from the meeting on 9th January, 2007.

1.   New Clerk. Chairman Tom English introduced the new Clerk, Liz Attwood to councillors, and welcomed her to her first meeting. See separate feature about Liz.

2.   ‘Lost’ bench. The public seat that had been removed from the pavement on London Road near Williams’ Joinery, and mislaid, had been located.  Kent Highway Services will be repainting and re-installing it near the bus shelter.

3.   Parish Plan. Converting to renewable energy.  Peter Robinson of Creative Environmental Networks, a non-profit group, will explain the new Rural Energy Action Programme on Tuesday 6th February from 6.30 to 7.30pm in the Lynsted Church Community Room. Any householder or business person wanting to know how to ‘do their bit’ to cut back on fossil fuel use, and reduce the rate of global warming, would be most welcome.  The talk will precede a meeting of the Parish Plan’s Environmental Working Group.

The Parish Council approved the idea of a communal ‘Litter-Pick’ in Greenstreet, in association with Teynham P C.

4.   Local Plan Review. We have been told that, as expected, and despite the Parish Council’s strong objection, Swale Borough Council will be recommending to the Inspector that the status of community-led documents such as Lynsted’s Design Statement be reduced. That is from Supplementary Planning Guidance/Document  to Material Planning Consideration level. SBC reassures us that such documents will still carry weight in the Planning process.

5.   Planning.  The following applications were discussed at Planning Committee meetings on 28th November and 12th December:

  • SW/06/1272. Lawful development cert., outbuilding at Berkeley House, Lynsted Lane.  No objection.
  • SW/06/1287. Insertion of conservation lights, Moonshine Cottage, Kingsdown Rd.  No objection
  • SW/06/1300,1357. Replacement of shed, alterations to Listed wall, etc. Lynsted Park.  No objection. Paragraphs of Lynsted Design Statement apply.
  • SW/06/1288. Approval of reserved matters: siting, design etc. House at Amethyst Nursery, Lynsted Lane.  LKPC had objected to the outline application since it contravened Lynsted’s Design Statement on Sensitive Edges. Because permission had been granted, LKPC did not object to the design, but urged that permission, if granted, be linked to supervision of horticulture, and not regarded as a precedent for developmental incursion into the Lyn Valley.
  • SW/06/1328. Installation of pergola and cabin, Berkeley House, Lynsted lane. No objection.
  • SW/06/1326. Lawful development cert. for outbuilding, Vicarage Farm House, Lynsted Street. No objection.
  • An appeal against refusal of planning permission at Jeffries, Claxfield Lane, had been lodged.

6.   Diseased trees. The Tree Warden had been informed by the residents of Hillside House, Lynsted Street, that mature elms on the property had succumbed to Dutch elm disease. The Borough council had recommended removal of the trees.

7.   Fly tipping. This had intensified again at Toll Road. Residents are urged, if they see such dumping in the parish, to note the date, time and registration numbers of vehicles, and call Swale B C on 417 850, or the Clerk, on 830 337. 

8.   Norton Ash.  A recent pre-application meeting staged by HPW Architects explained a proposal for a garden, aquatics, hiking equipment etc. centre. Skateboarding, sports etc. did not feature.

9.   ‘The Cherries’, Cambridge Lane.  It was understood that the ownership of the land had changed.  The caravans would go, and the land would be cleared.

The next meeting will be  on Tuesday 20th February, 2007 at the Belle Friday Centre, London Road. Meetings start at 7.30pm. Parish Council meetings are open to the public, who are warmly welcome to attend.  Parishioners may make a brief oral statement at the beginning of the meeting, if they wish.
