LKPC - PARISH PLAN
1. THE NEED
The Parish Design Statement (PDS) of 2002 emphasized conservation, the environment and planning issues.
The Parish Plan is complementary to the PDS and concentrates upon facilities, amenities and services. The Plan is based upon an appraisal of the concerns, needs and interests of the community.

2. ORGANISATION
- A Parish Council Project.
- Steering Committee set up early 2005.
- Grant from ACRK (£750) for publication costs.
- Guidance from Countryside Agency.
- Village appraisal software purchased to facilitate analysis of questionnaire.

3. THE PROCESS
Community participation through meetings, newsletter and especially a questionnaire.
Questionnaire prepared, distributed, collected and analysed May to November 2005.
56 questions to 392 households covering age composition, transport, housing, education, facilities and amenities, services and leisure activities.

4. THE RESPONSE
198 completed questionnaires were collected—a return of 51%.
A very gratifying response that provides a sound basis upon which to develop an action plan representative of the views of the community.

5. THE RESULTS
Clear “messages” derived from the response.
Concerns about road safety, parking and speed control (e.g. calming measures, speed cameras etc.);
Improving the physical environment e.g. the appearance of London Road, the need for a village hall, children’s play area, more seating etc.
Strong support for environmental issues such as tree planting, recycling, composting, footpaths etc.

6. ACTION PLAN
Parish Council to lead on implementation of the action plan.
A coordinator—member of the PC - to oversee the action plan.
Working groups to be established for the three main topics (any volunteers welcome).
Funding sources to be identified.
